Department of State - Agency Wide Criminal Investigator (Assistant Special Agent in Charge) in Washington, District Of Columbia

Summary This position is located within the U.S. Department of State (DOS), Office of Inspector General (OIG), which has statutory oversight responsibility covering the Department, the U.S. Agency for Global Media (USAGM), and the U.S. section of International Boundary and Water Commision (USIBWC). OIG is responsible for conducting and reporting on inspections, evaluations, investigations, audits, and special inquiries involving all overseas and domestic Department programs and operations. Responsibilities Investigations (INV) has broad jurisdiction over criminal, civil, and administrative investigations of alleged violations of Federal laws, regulations, and policies relating to Department/USAGM/USIBWC programs and operations, such as: procurement fraud, grant fraud, false claims, public corruption, conflicts of interest, trafficking in persons, and employee misconduct or serious wrongdoing including misuse or theft of Department/USAGM/USIBWC property or services; payment or solicitation of bribes, illegal gratuities, or kickbacks; and violations of the Standards of Ethical Conduct for Employees of the Executive Branch, the Code of Federal Regulations, or other governing rules or standards. INV is headed by the Assistant Inspector General for Investigations (AIGI). This position is located within Investigative Division 1 (ID 1) or Investigative Division 2 (ID 2) and supports the mission of the INV. Provide supervisory technical and administrative direction to subordinate employees. Evaluates the organization and employee accomplishments. Presents and defends organization and employees work to senior management and other offices. Recommends employee promotions and recognition; approves leave; implements performance modifications and takes corrective actions as appropriate. Supportive of equal employment opportunities by demonstrating fairness in recommendation and/or consideration of staff members. Provides direction to team members in identifying investigative leads and follow-up on the leads. Directs large scale investigations having national and international jurisdiction. Develops staff to apply uniform application of investigative principles and practices to investigations. Compares investigative operations with current standards, determines causes for deviations and recommends changes. Develops comprehensive short and long-range work plans and budgetary proposals for assigned areas of responsibility. Maintains continuous liaison with management, senior officials, U.S. Attorney’s Office, and other federal law enforcement agencies. Requirements Conditions of Employment U.S. Citizenship is required. Incumbent will be subject to random drug testing. Incumbent must obtain and maintain a Top-Secret clearance. Incumbent must meet the firearms criteria based on PL 102-296, Sec 812. Incumbent must be able to carry a firearm under the Lautenberg Amendment. Incumbent must be able to obtain/maintain a valid state driver's license. Selectee must pass a pre-employment law enforcement medical exam. Incumbent will need to complete or provide documentation of having completed the Criminal Investigation Training Program (CITP) course(s) at the Federal Law Enforcement Training Center (FLETC). This requirement may be met by certification of completion of a compatible course such as the Federal Bureau of Investigations (FBI) Academy New Agent Training, U.S. Drug Enforcement Administration (DEA) Basic Agent Training, or U.S. Army Criminal Investigation Division (CID) Special Agent Course. Each Special Agent will attend a formal OIG-specific follow up training program. Failure to meet this training requirement will result in removal from the agency. In accordance with 5 U.S.C. 3307, a maximum entry age of 36 has been established for initial appointment to a position in a criminal investigator position. If you are above the maximum entry age and have prior federal law enforcement coverage, you MUST submit an SF-50 to verify prior coverage. Qualifications Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in applying criminal, civil, and administrative investigative techniques to uncover violations of law. Skilled in communicating with internal management officials, Federal law enforcement officials, and other outside agency officials. Knowledge of criminal investigative techniques to determine the need for policy and guidance. Experience in developing policy, providing program direction, evaluate program proficiencies for overall success. Experience in planning and assigning work to others. Experience in maintaining objectivity in evaluation of staff and in addressing workplace issues. Experience in adjusting to continual changes, work pressures, or difficult situations. Education There is no substitute of education for specialized experience for the GS-14 position.
