Koniag Professional Services, a Koniag Government Services company, is seeking a Budget Analyst 2 to support KPS and our government customer in Washington, DC. This position is for a Future New Business Opportunity.

The Budget/Financial Analyst 2 will play a critical role in providing financial management information, including availability of funds, status of obligations, and expenditures. This position will be responsible for cyclical budget formulation, preparing detailed analyses and estimates of annual funding requirements for future budget years. The Budget/Financial Analyst 2 will develop recommended budgets in accordance with legislative and regulatory guidance, collaborating with program officials to monitor and control the use of funds. Additionally, this role will maintain integrated financial systems, apply financial administration practices and procedures, track invoices, research complex financial issues, and prepare monthly reports. The successful candidate will gain proficiency in the Department's financial systems, such as the Global Financial Management System (GFMS) and Data Warehouse (DW).
The Analyst 2 will also conduct independent reviews and analyses of budget-related programs and studies, providing detailed analysis to senior budget officials through written reports and oral presentations. This role will work as part of a senior budget analyst team, independently completing small to medium-sized complex analytic projects with minimal guidance.
Education and Experience Requirements:
• Bachelor’s degree in accounting, Finance, Business Administration, or a related field from an accredited university
• Minimum of 6 years of experience in conducting studies involving multiple organizational levels and processes/functions
• Minimum of 3 years of experience supporting Department of State operations
Required Skills and Competencies:
• Superior oral and written communication and customer service skills
• Strong analytical and research skills to analyze complex financial data and prepare comprehensive documentation to support recommendations
• Ability to work independently with minimal supervision and make logical decisions based on financial data analysis
• Proficiency in creating and editing complex financial spreadsheets and analyzing trends
• Knowledge of financial policies, regulations, FAMs, and FARs
• Ability to maintain ISO 9001 standards
Desired Skills and Competencies:
• Experience with the Department's financial systems (GFMS, Data Warehouse)
• Familiarity with financial management reporting and integrated financial services
• Knowledge of budgetary processes and legislative frameworks
Working Environment & Conditions
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
