Peace Corps Assistant Inspector General (Management and Administration) in Washington, District Of Columbia

Summary Peace Corps Office of Inspector General is an independent entity within Peace Corps and has broad authority established by the Inspector General Act of 1978, as amended to: Promote economy, efficiency and effectiveness in the Agency; Prevent and detect fraud, waste and abuse; Conduct and supervise audits, evaluations and investigations; and Keep the Director and Congress fully informed about problems and deficiencies and the necessity for, and progress of, corrective action. Responsibilities The Assistant Inspector General (Management and Administration) performs the following major duties: Serves as principal advisor on all administrative management matters associated with programs and operations. Leads the OIG Management and Administration Unit and serves as an integral part of the OIG's management team. Handles OIG request for contracting and procurement for large, complex procurements. Reviews all contract proposals and agreements to assure accurate budgetary, human resources and administrative arrangements. Analyzes support processes and provides guidance for administering procurements that require varying approaches. Independently perform human resources management liaison and advisory services for an organization with human resources issues of a complex or specialized nature. Serves as primary liaison with the Human Resources office. Reviews, analyzes, and provides advice on human resources management requests submitted by managers. Oversees and manages OIG budget operations, including both budget formulation and execution, for OIG programs and operations. Provides financial and administrative program advice to managers. Serves as principal advisor to a major agency organization on all administrative management matters associated with programs and operations. Reviews and analyzes the acquisition, utilization, disposition, and accountability of resources consistent with the program and operational needs of the OIG. Supervises a group of employees performing work at multiple levels. Provides administrative and technical supervision necessary for accomplishing the work of the unit. Coordinates and participates in the development and documentation of long- and short-range planning efforts including the OIG strategic, performance, and annual plans. Reviews long- and short-range resource projections, priorities, justifications, etc. Makes recommendations on planning efforts that can be undertaken within existing resource levels and advises on the impact of efforts that require additional resources. You must successfully complete a background security investigation with favorable adjudication. Failure to successfully meet this requirement will be grounds for employment termination. Prior to employment, and in compliance with statutes 5 USC 3322 and 22 USC 2507b, Peace Corps will conduct a check of Peace Corps records for both Returned Peace Corps Volunteers and former Peace Corps employees. All new employees are required to certify and submit a state of understanding acknowledging adherence to the Peace Corps condition of employment prior to day 1 of employment with the Peace Corps. This position requires you to obtain and maintain a Top-Secret Clearance. This job has been identified as a testing designated position under our Drug-Free Workplace Program. Therefore, you must satisfactorily complete a drug test prior to being hired. As an employee, you will be subject to random drug testing. This position requires the filing of a Financial Disclosure report. This is not a bargaining unit position. A one-year probationary period is required. Specialized Experience: This vacancy is being announced at one grade level: Specialized Experience at the FP-01 (GS-15): To be minimally qualified for this position at the FP-01 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-02 or GS-14 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Managing budget operations, including both transaction oversight and administrative components of office operations; Providing financial and administrative program advice to managers; Managing all financial matters and makes recommendations for resolution for an organization; Managing the human resources needs of an organization; knowledge of procurement and contracting work and supervisory and/or managerial responsibilities. AND Time-in-Grade (TIG) Requirements: Current or Formal Federal employees, including current Peace Corps employees, must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position to which you are applying. All current or former Federal employees (including internal employees) must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service (Competitive or Excepted). Please note: Past experience that satisfies the Specialized Experience MUST be well documented within your resume. Peace Corps employees are employed using the Foreign Personnel (FP) pay scale. The FP pay plan does not follow the same structure as the GS pay plan. In the FP pay plan, as the grade-level numbers decrease the level/pay for the position increases. The FP-09 is the lowest entry-level grade and the FP-01 is the highest senior-level grade. Education Additional Information The minimum and maximum salaries listed on this announcement include locality pay.
