Job Title: Safety and Risk/Quality Control Manager (DOE-F)

Job Summary:

EMCOR Government Services has an immediate need for a Safety and Risk/Quality Manager (SRQM) at the Department of Energy, Forrestal Building in Washington, DC. The SRQM will be responsible for protecting the organization against financial loss by researching, identifying and preparing paperwork related to safety issues.

Essential Duties and Responsibilities:

  • Accomplishes corporate risk human resource objectives by appraising, reviewing and identifying safety issues

  • Achieves corporate risk operational objectives by preparing and completing action plans to resolve problems and implementing change.

  • Prepares staff by developing and disseminating preventive information

  • Recommends purchase of safety equipment and evaluating products.

  • Avoids legal challenges by understanding current and proposed legislation, recommending new procedures.

  • Updates job knowledge by participating in educational opportunities; reading professional and technical publications; maintaining personal networks; participating in professional organizations.

  • Enhances safety and organization reputation by accepting ownership for accomplishing new and different requests, exploring opportunities to add value to job accomplishments.

  • Be thoroughly familiar with the contents of all EGS Safe Work Practices (SWP’s) and Functional Safety Responsibilities (FSR’s).

  • Perform other duties as assigned

  • Perform a Quality Control assessment on a minimum of 10% of all Service Call (SC) and Preventive Maintenance (PM) tickets that were completed during the prior week, confirm if the work was performed correctly and completely, and provide results in a weekly QC report.

  • Walk the facility buildings at least weekly and proactively determine if there are repair requirements that need to be addressed that have not yet been submitted to the Call Center desk requesting repair. Document those QC Building Tours weekly, and retain the records for review by the Client, if requested.

  • Lead, manage, and plan the quality control/assurance activities performed by the project team.

  • Audit technical and managerial processes to ensure compliance.

  • Records and tracks non-compliance issues to closure.

  • Ensures QA processes are followed

  • Provides an independent assessment of how the project's processes are being implemented relative to the defined processes and recommends methods to optimize the organization's processes.

  • Responsible for all activities involving quality assurance and compliance with applicable regulatory requirements.

  • Conducts audits and reviews/analyzes data and documentation.

  • Develops and implements procedures and test plans for assuring quality across a broad range of project functions, including facilities operations and maintenance, logistics and transportation, plant operations, multiple personnel support services, environmental support, fuel service operations and more.

  • Responsible for the scheduling, development, oversight, and completion of preventive, predictive and reactive maintenance activities through the Maximo system

  • Inspection methodologies include; 100% inspection, random sampling inspections, periodic inspections, and submittal reviews.

  • Must prepare detailed, accurate reports of all Quality Control inspections, results, corrective actions, recommended preventive actions, trends analyses, and compliance to contract requirements. Must utilize effective technical narrative, graphs, charts, spreadsheets, photographs and other means to effectively convey the QC results to Government and company end users.

  • Reviews plans and specifications for Task Orders

  • Performs a final review of the work performed to ensure quality of final product, code compliance, work plan specifications compliance

  • Works with EMCOR contractors to make necessary corrections as result of inspections.

  • Ensures quality of final product, code compliance, specifications compliance, and any special Government requirements are met.

Qualifications:

  • Must have 4 – 6 years work related experience in facility safety

  • Develops SOP’s, Lop’s and MOP’s for the safe and efficient operation of the Campus.

  • Responsible for the scheduling, development, oversight, and completion of preventive, predictive and reactive maintenance activities through the Maximo system

  • Must have strong communication skills both written and oral

  • Strong interpersonal skills

  • Must have strong analyzing information and judgment skills

  • Maintain active participation in the Government safety community to track and identify new procedures and ways of performing work in a safer manner

  • Must have 2+ years of experience performing Quality Control assessments.

  • Desirable to have 2+ years of mechanical experience, so that the individual knows how to identify if the SC/PM maintenance was performed correctly.

  • OSHA 30 Required

  • Must have or be able to get and maintain a “Q” clearance from Department of Energy

Compensation Range: $90,000 - $100,000
