Architect of the Capitol Management and Program Analyst in Washington DC, District Of Columbia

Summary The position is located in the Architect of the Capitol (AOC), Superintendent, Senate Office Buildings (SOB). The incumbent serves as a Management and Program Analyst for the AOC Senate Jurisdiction and performs organizational reviews covering a range of services and subjects that enhance the performance of the SOB jurisdiction. Performs administrative functions, including compliance with human resource policies and procedures, workforce efficiency and conflict resolution intervention. Responsibilities Duties quoted at GS-11 level; candidate will have non-competitive promotion potential to the GS-12. Workforce and Position Utilization Analysis: Provides assistance to senior managers in the preparation of functional statements and position descriptions. Provides estimates of costs involved in realignment of program operations. Researches and investigates new or improved business and management practices for application to SOB programs or operations. Conducts positive human capital interventions, including counseling, to resolve employee efficiency and conduct related issues. Recommends hiring flexibilities and retention strategies to reduce turnover and maintain a high-quality workforce. Takes the initiative to monitor workforce turnover by occupation, shift and organizational unit. Provides guidance to supervisors on state-of-the-art business practices that motivate employees to excel in their occupational specialty. Advises top management on training solutions to improve employee retention and ensure the right mix of skills to address current and emerging mission requirements. Performs organizational reviews covering a broad range of services and subjects that enhance the performance of the Senate Jurisdiction, performing administrative functions, including compliance with human capital policies and procedures, workforce efficiency and effectiveness studies and conflict resolution intervention. Provides a variety of analytical, administrative and support services as required. Functions vary from participation on special projects for the SOB to providing technical assistance and guidance to other directors and offices to support internal initiatives. Strategic Planning and Management Improvement Support: Prepares narrative and statistical reports and charts and graphs that depict workload factors and status. Progressively works to independently determine complex program issues, research alternate solutions and options for the most efficient and effective results and collaborates with other SOB staff on problem resolution. Develops and documents standard operating procedures. Develops new or modified policies, regulations, goals or objectives to improve quality and timeliness of services. Summarizes results of program analyses. Writes and creates presentations for SOB on various topics. Prepares written material including memos and emails for SOB on administrative operations and human resource topics. Develops management and/or program evaluation plans, procedures and methodology. Records Management Program Administration: Establishes and promotes a records management program controls to improve records management security, such as centralized records function, standardized handling/retention procedures, conversion from paper to film/electronic data and document searches. Serves as Records Management and PII Liaison, responsible for working with the Records Management and Archives Branch (RMAB) to develop and update file plans and procedures for paper and electronic records so that records are organized and can be found when needed. Ensures that all records and files in the jurisdiction are maintained in accordance with approved records schedules. Reviews records schedules and file plans annually to ensure that they are current; contacting the RMAB if changes are needed. Ensures that records disposition activities are carried out. Performs other related duties as assigned. Requirements Conditions of Employment You must be able to pass a drug test. You must meet the definition of specialized experience. Appointment subject to background investigation and favorable adjudication. To be employed by the Architect of the Capitol in a paid position, an individual must meet one of the categories below: A citizen of the United States; A person who is lawfully admitted for permanent residence and is seeking citizenship as outlined in 8 U.S.C. 1324b(a)(3)(B); A person who is admitted as a refugee under 8 U.S.C. 1157 or is granted asylum under 8 U.S.C. 1158 and has filed a declaration of intention to become a lawful permanent resident and then a citizen when eligible; A person who owes allegiance to the United States (nationals of American Samoa, Swains Island, and the Northern Mariana Islands, and nationals who meet other requirements described in 8 U.S.C. 1408); or A person who is currently an officer or employee of the Government of the United States. Qualifications Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-09 grade level in the Federal service. Specialized experience is defined as having experience in 3 of the 4 following and must be reflected in resume: 1.) Using a variety of types of office automation software, i.e., database, spreadsheet and word processing; and knowledge of the similarities, differences and integration of the different software types. Knowledge of grammar, spelling, punctuation and required formats. 2.) Performing administrative functions, including compliance with human capital policies and procedures, workforce efficiency and effectiveness studies and conflict resolution intervention. 3.) Demonstrating efficient oral and written communication by performing tasks such as generating summary reports, preparing feedback surveys, and conducting data collections and presenting findings. 4.) Developing and updating file plans and procedures for paper and electronic records so that records are organized. --OR-- Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. --OR-- Combination of specialized experience and education. Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-11 grade level in Federal service. Specialized experience is defined as having experience in 4 of the 5 following and must be reflected in resume: 1.) Using a variety of types of office automation software, i.e., database, spreadsheet and word processing; and knowledge of the similarities, differences and integration of the different software types. Knowledge of grammar, spelling, punctuation and required formats. 2.) Performing administrative functions, including compliance with human capital policies and procedures, workforce efficiency and effectiveness studies and conflict resolution intervention. 3.) Demonstrating efficient oral and written communication by performing tasks such as generating summary reports, preparing feedback surveys, and conducting data collections and presenting findings. 4.) Developing and updating file plans and procedures for paper and electronic records so that records are organized. 5.) Developing standard operating procedures and program evaluation plans. Education GS-11: Education may be substituted for specialized experience as indicated above. If using education to qualify, candidates must provide transcripts if selected. GS-12: No education substitution. Special Instructions for Foreign Education: Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment. Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part of foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree.
