Overview:

INTECON, LLC is seeking a highly skilled and motivated Human Resources (HR) Subject Matter Expert (SME) to support the FEMA Office of National Continuity Programs (ONCP) Business Management Division (BMD). The selected candidate will play a vital role in ensuring the effective and efficient management of HR processes within ONCP BMD. This includes providing strategic HR guidance on a wide range of topics, including recruitment, performance management, employee relations, training and development, and ensuring compliance with relevant legislation and policies. The ideal candidate will bring strong HR expertise in a government or public sector environment, along with a proactive approach to driving HR initiatives and improvements.

Key Responsibilities:

  • Provide expert HR guidance and support to ONCP BMD, ensuring compliance with HR policies, regulations, and best practices. Analyze HR data to identify strengths, recommend improvements, and support productivity within the division.

  • Lead recruitment efforts by consulting with hiring managers, drafting recruitment materials, developing position descriptions, preparing vacancy announcements, and overseeing the hiring process, including job posts, resume reviews, and reference checks. Maintain and update organizational charts and HR-related rosters.

  • Oversee and contribute to HR-related projects, including developing and updating SOPs, project calendars, and educational materials. Assist in planning and executing HR programs such as orientation workshops, employee handbooks, newsletters, and professional development initiatives.

  • Ensure HR processes adhere to applicable laws and regulations, maintain personnel records, manage employee relations, and provide support for personnel actions. Facilitate meetings, prepare agendas, and create HR-related presentations and documentation.

  • Monitor and update project management plans aligned with HR performance objectives. Assist in the development and management of training programs, including SOPs for training processes.

  • Build and maintain strong relationships with key stakeholders, including the Office of the Chief Human Capital Officer (OCHCO), to ensure cohesive HR processes and alignment with organizational objectives.

Clearance Requirements:

  • Active Top Secret (TS) clearance is required; TS/SCI clearance is preferred.

Qualifications:

  • Bachelor's degree in Human Resources, Business Administration, or a related field is required.

  • Minimum of 7+ years of HR experience, with a focus on recruitment, performance management, employee relations, training, development, and compliance.

  • Experience working in a government or public sector environment is highly desirable.

  • Strong knowledge of HR principles, including familiarity with HR management software and tools (HRIS, ATS, LMS).

  • Exceptional communication and interpersonal skills, with the ability to build effective relationships across all levels of the organization.

  • Strong analytical capabilities with a proven ability to develop effective solutions to complex HR-related challenges.

  • Demonstrated ability to manage multiple HR projects simultaneously and prioritize tasks in a fast-paced, dynamic environment.

  • Prior experience supporting FEMA is highly desired.
