The Rail Programs Planner supports the Freight Rail and Economic Development Program Manager and the Rail Programs Manager providing technical capacity to fulfill the team’s mission. This position conducts independent consultation, technical assistance, and program/project administration in the areas of transportation planning studies, promoting transportation planning activities with local government officials, and evaluating existing transportation systems and identifying priority areas for future study. The work requires considerable analysis and interpretation of data and trends in rail, logistics, and transportation planning. This position will serve as a lead project manager for the Rail Programs Unit. The position is responsible for independently conducting multi-modal systems studies with statewide implications and formulating recommendations concerning future developmental activities. This work has a high level of complexity due to the multijurisdictional, intermodal, and joint passenger/freight focus. The Rail Programs Planner will consult with internal and external program stakeholders and will be expected to travel regularly for partner and stakeholder engagement.

The focus of the Rail Programs Planner is to coordinate with MPOs and RPOs, work in parallel with embedded strategic planning consultants, conduct research and analysis to support the Freight Rail and Economic Development Program, and support the Rail Services team, particularly coordination between NC By Train service and local transit systems.

In order of importance, the Rail Programs Planner will be responsible for:

-Regional Planning and Outreach: Coordinate with Metropolitan Planning Organizations (MPOs), Rural Planning Organizations (RPOs), and Councils of Governments (COGs).

-Freight Rail Program Analysis:Work to ensure that freight rail funds achieve strategic ends for NCDOT by applying quantitative and qualitative analytical tools.

-Intercity Passenger Rail Program Analysis: Support strategic planning activities related to passenger rail expansion and improvement by applying quantitative and qualitative analytical tools.

-Rail Services Support: Support the Rail Services team in efforts to promote existing intercity passenger rail services and provide exceptional customer service. This work includes coordinating with connecting transportation services and problem-solving issues related to existing passenger rail services.

Knowledge, Skills and Abilities / Competencies

Minimum Education and Experience Requirements

Bachelor’s degree from an appropriately accredited institution and five (5) years of progressively experience related to the area of assignment; or an equivalent combination of training and experience.
