This position supervises the Mapping Section of Operations Program Management (OPM), a unit responsible for developing and implementing statewide management systems, policies and procedures to support the Division of Highways field operations. The Mapping Section is a team of engineering specialists, technicians and embedded consultant(s) who provide mapping products that support NCDOT asset management and maintenance planning and serve the travelling public. This position is responsible for managing the operations and maintenance of the mapping programs of the OPM Unit. Responsibilities include setting standards, meeting deadlines, resolving production problems, and the accuracy, completeness, and timeliness of the mapping section data and products.
The Mapping Section creates paper, digital and web mapping products. For print products, the position requires the use of printers and large format plotters and makes recommendations for materials used in mapping production. The position oversees the development of new products and transformation of existing products into online and mobile solutions to meet modern and evolving needs of the department. The employee uses GIS software, such as ArcGIS Desktop and ArcGIS Online, in the product development and delivery process. The position requires the use of GIS software for analysis, mapping product review and development, and to provide training and oversight to the Mapping Section staff.
Responsibilities include periodic reviews with stakeholders and customers to verify programs are meeting user needs and align with Department vision and goals. Some of the foundation products support division maintenance activities and working knowledge of highway and bridge maintenance is essential to the development and maintenance of those products. Position is responsible for communication of information on available mapping products to department staff through online resources, meetings, and/or training opportunities.

Experience in utilizing Esri products, such as ArcGIS Pro and ArcGIS Online, including reviewing the work of others.
Knowledge of GIS principles, practices, and methodologies used in production of static and interactive mapping products.
Knowledge and understanding of highway and bridge maintenance.
Demonstrated ability in balancing work on multiple priorities to meet time sensitive deadlines.
Experience writing technical documents and reports and providing oral and written communication on project details and activities.
Minimum Education and Experience Requirements

Associate's degree in an applicable area of Engineering Technology or Survey Technology from an appropriately accredited institution and seven (7) years of progressive technician experience; or an equivalent combination of education and experience.
