The Project Engineer independently provides an intermediate level application of engineering and planning techniques in the development and implementation of Traffic Separation Studies, Crossing Consolidation and Elimination, other crossing safety projects and initiatives along the Southeast High Speed Rail Corridor (SEHSR,) and other existing freight or existing/proposed passenger railroad lines in the State; The position assists in the procurement and administration of grants and studies and represents the rail division in the highway scoping process by providing input on projects that may impact rail lines. This position may perform all of the work of lower level engineers, but is distinguished by more intermediate duties such as writing and reviewing technical letters, reports, special provisions, contract agreements, and/or revisions to specifications; and reviewing and checking preliminary, intermediate and final design plans, calculations, engineering estimates or provisions to find errors or deviations from accepted engineering practices. The project engineer will assure compliance with Federal and State statutes/guidelines on less complex projects. In addition, some work may involve investigating and responding to complaints or requests from the public, news media, and federal, state, railroad, and/or municipal officials.
Knowledge, Skills and Abilities / Competencies

Experience overseeing and managing moderately complex transportation projects and developing/managing project scope, schedule, budget, quality, and project risks.
Experience leading teams to apply engineering principles to moderately complex environmental and design situations, making sound recommendations and decisions, and providing guidance in designs.
Experience leading multi-disciplinary teams and fostering communication with senior Leadership, stakeholders, citizens, and among project team members.
Knowledge of professional engineering contracts
Knowledge of professional engineering principles and practices of civil engineering as related to Highway Design with an emphasis on project planning, environmental studies and analysis, project design, construction and maintenance methods, as they apply to the Project Delivery Process.
Considerable knowledge of Microsoft Word/Excel, Open Roads (CADD) and ArcGIS and drafting instruments
Demonstrated ability to communicate clearly, concisely, and in an organized manner, both orally and in written documents/reports addressing moderately complex engineering concepts and facts
Minimum Education and Experience Requirements

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.
Necessary Special Qualification
May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
