Description of Work

Salary Grade: NC16; Salary Range - $54,197 – $94,844.

This position serves as a Team Lead advanced auditor in the Consultant, Utility, Rail and Turnpike Unit within the Office of Inspector General. The auditor is responsible for executing advanced and specialized compliance and financial-related auditing work, related to Architecture/Engineering firms, local governments, utilities, turnpike and rail, with a focus on indirect, direct and salary rates and costs charged to the agency. The auditor is responsible for executing work assignments independently and under general supervision. The Team Lead serves as an additional point of contact for business units and divisions within the agency. The auditor must have in depth knowledge of local, state and federal regulations, generally accepted accounting principles, business policies and procedures, industry standards and practices related to areas subject to audit. The auditor is responsible for oversight of daily workflow (CRS and Grant systems) to identify process issues impacting effectiveness and efficiency of daily operations; and reporting such to the Audit Manager. The auditor provides technical guidance to other auditors on audit matters and provides training on the use of audit tools and software such as SAP and the NCDOT Grant System. The auditor must have knowledge of SAP workflow transaction codes to execute queries, report retrieval and programming for maximum benefit of the Unit. The auditor will review the working papers of other auditors to ensure completeness.

The auditor communicates with CPA firms and Architecture/Engineering firms daily for overhead processes. The auditor conducts onsite reviews of external consultants’ accounting systems related to the indirect cost rate computation requirement by NCDOT. The auditor performs pre-award audits, overhead audits, post-award audits as well as reviews of audits performed by independent CPAs. The auditor, through daily workflow, reviews and audits invoices, purchase orders and Limited Service Contracts for compliance. Contracts and grants audited/reviewed are varied and complex, which are primarily with consultants, railroads, utilities, and local/rural governments.

**Some overnight travel for audits and training is required for this position.

Knowledge, Skills and Abilities / Competencies

Applicants must submit an application that clearly reflects work experience that demonstrates the following:

  • Knowledge of generally accepted accounting principles (GAAP), generally accepted auditing standards (GAAS) and federal acquisition regulation (FAR).

  • Experience in accounting to include financial and/or cost accounting.

  • Experience in conducting audits, such as financial and compliance in accordance with relevant standards. This includes examining invoices, contracts, journals, ledgers, computations and other related business documents.

  • Experience in interpreting or applying policies and/or regulations.

  • Experience in Microsoft Word, Excel and/or knowledge of any job costing system.

Additional Expectations:

Management prefers applicants who have certifications or working towards certifications such as Certified Internal Auditor (CIA), Certified Public Accountant (CPA) or Certified Fraud Examiner (CFE).

Minimum Education and Experience Requirements

Bachelor’s degree in accounting from an appropriately accredited institution and three years of accounting/ auditing experience in the preparation of interpretive or analytical accounting/financial statements and reports; or

Bachelor’s degree in business administration or other field from an appropriately accredited institution with twelve semester hours in accounting and three years of experience as specified above; or

Associate degree in accounting from an appropriately accredited institution and five years of experience as specified above; or equivalent combination of education and experience.
