The Program Supervisor IV, Staffing Operations Manager (SOM), performs advanced program managerial work, including overseeing all direct care staffing needs, and reports to the Nurse Administrator. The SOM creates staffing schedules to ensure staffing levels are met daily and that quality direct care is provided to all clients residing at the facility; evaluates direct care staff, looking for knowledge gaps and opportunities for learning; and updates, trains, and maintains the PNA Preceptor program. Working in collaboration with Nursing Leadership, the SOM creates daily staffing schedules that account for unit acuity but follows the nursing staffing plan; identifies program failures and implements corrective actions after critical incidents, ensuring quality care and safety are provided for clients; and serves on various committees including, but not limited to, the Therapeutic Alliance Group, Department Head Committee, and others as assigned. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

Performs other duties as assigned by the supervisor to ensure efficient operation of the patient care unit. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agencys obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Essential Job Functions: Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned. Evaluates staff competency, identifying areas for increased training opportunities to ensure a skilled and capable workforce. Assists in creating additional trainings, prepares trainings, and implements and oversees the PNA Preceptor program. Creates staffing plans that adhere to the WCY Nursing Staffing Plan to meet identified acuity of unit population, evaluating effectiveness of acuity ratios in meeting client safety needs. Reviews and evaluates the effectiveness of unit programming, documenting and reporting feedback to the Program Department. In collaboration with Nursing Leadership, develops staffing goals and objectives that meet daily acuity needs. Reviews staffing goals, identifying areas in need, and develops and implements action plans. Assesses veracity and effectiveness of the adjusted plans. Reviews and implements department-specific and hospital-wide policies and procedures, ensuring said policies and procedures are followed by all direct care staff. Identifies program issues and implements interventions, protections, and subsequent monitoring after critical incidents, ensuring open lines of communication both up and down the chain of command to keep staff informed of program changes due to plans of correction. Provides quality leadership through modeling, coaching, and mentoring. Participates and serves on facility planning committees, including Therapeutic Alliance Group (TAG), Department Head Committee, etc. Implements, coordinates, and evaluates program outcomes, providing feedback to all necessary parties. Performs other duties as assigned. Knowledge Skills Abilities: Knowledge of local, state, and federal laws related to the human services program area. In-depth knowledge of leadership and management tools, techniques, and processes. Excellent communication skills, both verbally and in writing. Ability to successfully plan, implement, supervise, and evaluate staff models. Ability to work independently and cooperatively in a teamwork situation, and to work harmoniously in general with co-workers. Ability to solve high-level problems, make decisions, and use sound, independent judgment when dealing with critical incidents.
