Class Summary

Incumbents are responsible for overseeing a broad range of activities and operations related to a utility program including supervising assigned staff.

REPORTING STRUCTURE: Receives general guidance from higher-level supervisory staff in Public Services.

Typical Class Essential Duties

  1. Supervises assigned staff to include: authorizes time off, approves payroll and hiring; prioritizes and assigns work; ensures that training and development is provided to staff; provides consistent accountability with disciplinary actions (as warranted), in addition to maintaining a healthy and safe work environment.

  2. Reviews, updates, and utilizes maps of utility locations utilizing mapping and GIS technologies. Works with GIS employees toupdate schema, and develop new features.

  3. Monitors equipment and supply inventories; purchases equipment and supplies as needed; maintains equipment as necessary.

    1. Assists with budget preparation and administration; prepares costs estimates and justifications for budget items; submits and approves invoices for payment and monitors expenses to align with budget allocated.
  4. May perform complex and difficult operation of equipment including backhoes, bulldozers, motor graders, excavators, front-end loaders, combination sewer trucks, and CCTV equipment for a variety of utility construction and maintenance operations.

  5. Prepares operational and statistical reports; completes work orders accurately and completely in various computer programs.

  6. Ensures compliance with EPA sampling schedules (when assigned).

  7. Provides oversight and ensures compliance of the cross-connection control program (when assigned) and/or the corrosion control program (when assigned) and/or the utility locate program (when assigned).

  8. Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.

  9. Performs other duties of a similar nature or level.

Training, Experience & Certifications

EDUCATION AND EXPERIENCE:

• High school diploma or equivalent (G.E.D.) required.

• Minimum of three years of increasingly responsible experience in utility distribution, meter services, sanitary sewer or stormwater collection system construction and maintenance.

• Minimum of two years of experience working as a supervisor or in a lead position.

• Associate’s degree in utility construction, engineering, design or a closely related field or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed below.

• Bachelor’s degree preferred.

LICENSING AND CERTIFICATIONS:

• Possession of, or ability to obtain, a valid Class B Wyoming Driver’s License within six months of hire is preferred.

• Possession of, or ability to obtain, a Wyoming Department of Environmental Quality Level II Distribution Systems Operator Certificate within one year of hire.

(When assigned to Water Distribution)

Possession of, or ability to obtain, Backflow Tester Certification within one year of hire. (When assigned to Water Distribution Cross Connection Program)

Possession of, or ability to obtain, National Association of Corrosion Engineers (NACE) certification within one year of hire. (When assigned to Water Distribution Corrosion Control Program)

• Possession of, or ability to obtain, a Wyoming Department of Environmental Quality Level II Wastewater Collection Systems Certificate and certified Pipeline Assessment & Certification Program (PACP) user or trainer. (When assigned to Waste Water Collection)

Employment with the City of Casper is contingent upon a successful background screen and pre-employment drug test. Driving records are required for all new employees regardless of the position's driving requirements. Physical and Environmental Conditions:

City of Casper employees in data creation and modification, security sensitive or safety and protective positions are subject to pre-employment drug testing. Some employees may be subject to random drug testing if their responsibilities include:

• Operating or maintaining water and wastewater systems

• Writing or modifying code, maintaining or modifying City data systems including work on networks, servers, and communication systems

• Working with or directing minors

Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing, and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Incumbents in this position work indoors in an office environment and are subject to the common noises associated with office work including telephones, copiers, and printers. The position requires frequent sitting and typing. Incumbents frequently drive, occasionally operate equipment, or work outdoors in all weather conditions, including extreme temperatures.

Occasional work on or around moving motorized equipment is also expected. Employees in this class are often subjected to extremely wet environments, wastewater, fumes/dusts, odors, chemicals, and excessive noise. May be subject to repetitive motion and vibration when operating tools and machinery. Work requires the use of personal protective equipment including hard hats, eye protection, hearing protectors, gloves, safety vests, and safety shoes.

OSHA mandated preventative vaccinations and periodic examinations for work exposures are provided.
