General Summary

The Utilities Contract Manager performs professional and administrative work in directing the operation, maintenance, repair, and improvements of the City's water distribution, wastewater collection, and/or stormwater systems. Works independently while maintaining a high level of customer service to all stakeholders.

The preferred hiring amount is between $ 63,044.80 - $82,097.60 Annually. Starting offer is based on applicable education, experience, and internal equity. This is a full-time, exempt, position which provides excellent benefits including 13 paid holidays plus 1 floating holiday, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, City's retirement options, gym membership reimbursement (up to $34 a month), tuition reimbursement (up to $3,000 per fiscal year), and continuing education/training opportunities.

  • The City of Charlottesville manages its own retirement system and does not participate in VRS, however the City has a Portability Agreement with VRS and there are certain provisions that must be met. Essential Responsibilities and Duties

Work includes the following:

  • Utility construction management, primarily replacing existing waterline, wastewater and/or stormwater utilities requiring field design and engineering.

  • Review of site plans.

  • Engineering design.

  • Field inspections.

  • Manage replacement projects including assessment of existing physical conditions and prioritization of projects.

  • Plan, schedule, and/or coordinate project related utility outages.

  • Investigate customer complaints related to projects under construction and of potential issues with existing utilities.

  • Review invoices and change orders submitted by contractors.

  • Communicate with other city departments related to potential utility projects impacting infrastructure or services.

  • Complete all required training in accordance with Federal, State, and local laws, regulations, and standard operating procedures.

  • Performs other related duties as assigned.

Education, Experience and Skills

Minimum Qualifications:

  • Must have any combination of education and experience equivalent to a 4-year Bachelors of Science degree in Civil Engineering

  • 5-10 years of related work experience

  • Virginia Driver’s License and must meet the city’s driving eligibility requirements.

    Skills: Comprehensive knowledge of the practices, regulatory requirements, safety, general civil engineering practices, public works administration, contract administration, budgeting and accounting, and operations of water and wastewater systems. Must have computer skills that include Microsoft office, and Access plus knowledge of GIS, GPS, CAD, and hydraulic modeling. Ability to communicate effectively.

Physical Conditions & Additional Information

Medium work exerting 20 to 50 pounds of force occasionally, or 10 to 25 pounds of force frequently, or an amount greater than negligible and up to 10 pounds constantly to move objects. Physical demand requirements are in excess of those for Light Work.

Work is performed in both an office and outside; may be exposure to respiratory, fumes, allergens, uneven terrain, physical and mechanical hazards, loud noise, and various weather conditions. The employee is expected to use appropriate protective equipment for the assigned task (hard hat, safety vest, steel-toe shoes, etc.); and any other equipment as apparent or assigned. Is subject to the city’s driver eligibility standards.

There are no benefits for this position, as it is a temporary, substitute, seasonal or intern position, or the work schedule is less than 20 hours per week.
