Drug Enforcement Administration Telecommunications Manager (Research and Development) in United States

Summary This position is located in the Drug Enforcement Administration (DEA), Operational Support Division, Office of Investigative Technology, Operational Support Unit (STSO). This position's primary purpose is to provide consultative/planning, advisement, and continuous evaluation of advancements in technology and equipment for adoption/modification of the ST program DEA wide. Responsibilities As a Telecommunications Manager (Research and Development), your typical work assignments may include: Establishing cellular, digital, radio, satellite, and analog communications for operational support technologies (i.e.phones, mobile networks, computers) used by personnel throughout the organization, implementing secure information connection protocols, testing devices prior to deployment, and responding to technical issues domestically or internationally. Managing the development of program funding requirements for the budget and financial plans for the entire program to include current and long-range funding, which are DEA-wide in scope, for the operation of the program, equipment purchases, and investigative operations. Developing and maintaining systems to evaluate and monitor contractual performance related to such areas as delivery, cost, amount of progress or advance payments, effective use of Government-furnished property, scheduling and usage of facilities, and management of overhaul or maintenance functions. Resolving difficulties, cost overruns, and anticipates need for future funding requirements. Serving as a key advisor and expert in the initial phases of project development, which requires conducting feasibility studies to enhance or modify the program DEA-wide; market research to identify the latest trends and advancements in technology. Managing technology, equipment, and software reliability and utilization; performance requirements measurement and evaluation; risk-management studies; modifications/upgrades to telecommunications, AI/Cyber/computer investigatory technologies; compatibility or configuration issues; and provides alternate technical solution for unusual situations. Requirements Conditions of Employment Qualifications The Telecommunications Series, 0391, has an Individual Occupational Requirement (IOR), which must be met for this position in addition to the minimum qualification requirement. Basic Requirement Education: Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. OR Specialized Experience: Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. AND You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 level in the Federal service or equivalent experience in the private sector, which demonstrates experience performing: (1) Making recommendations and proposals for using new and advanced equipment and techniques; (2) Installing and testing new standardized telecommunications equipment; (3) Conducting a variety of technical evaluations on a wide-range of systems; (4) Leading or overseeing a program or project throughout the entirety of its life-cycle.; and (5) Developing and maintaining systems to evaluate and monitor contractual performance. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
