    BRAVE aims to improve community resilience to climate change and the capacity of key government institutions responsible for delivering climate resilience, including systems for adaptive and shock responsive social protection. The upcoming programme will be providing Monitoring, Evaluation, and Learning service for the BRAVE contract. The current Scope of Work for the MEL component is understood to be:

    • To coordinate data reporting, validate results, and quality assure evidence generation.

    • To use process and performance evaluations to improve the impact of the programme’s activities.

    • To conduct evaluation assessments programme mid-point and completion to assesses how BRAVE support strengthened GoP institutions, communities, and civil society to plan and manage climate change through resilience interventions.

    • Gather evidence on how the capacity of the most vulnerable people has improved, enabling them to better anticipate, absorb and adapt to the impact of climate shocks.

    • Conduct ‘live’ PEA that can be used to guide institutional strengthening interventions and address barriers to programme success as they arise

    Role Purpose

The Team Leader is responsible for designing, leading, and delivering the MEL programme. This Programme will most likely begin in 2024 and will run for 5 years. The scope of this programme will be limited to Pakistan, with the team located in Islamabad. A key requirement of this role is to ensure that the objectives, deliverables and outcomes are met and that the Team adheres to client (the Foreign, Commonwealth and Development Office) operational, commercial and reporting requirements. Therefore, experience working with the FCDO or its predecessors would be very advantageous. The Team Leader will be responsible for overall leadership, management and delivery of the programme, and will sit as part of the senior leadership team. The Team Leader will oversee the long term expatriates, short term experts and local staff in achieving project results. There will be a need to undertake regular assessment of the broader political environment within which the project operates to ensure flexibility and rapid reprioritisation of activities when necessary. In addition, the Team Leader will represent the programme on behalf of Chemonics and the client to government officials, stakeholders and partner organisations. Strategic leadership of the team, including technical professionals, also forms a large part of this role, so it is essential that the individual has demonstrable experience of doing this remotely.

Key responsibilities

  • As the most senior member of the team, manages relationship and communications with FCDO, ensuring understanding and alignment of BRAVE MEL activities and strategy with the BRAVE implementing contracts.

  • Managing relationships with internal and external stakeholders, whilst ensuring that Chemonics policies and best practices are always adhered to.

  • Represents BRAVE MEL and Chemonics in meetings and engagements with relevant stakeholders and counterparts, including other implementing partners, the donor community in Pakistan and relevant government officials.

  • Oversees design, development and delivery of overall MEL approach and systems.

  • Oversees security and risk management approach and leads on developing mitigation measures and adapting the programme where relevant.

  • Responsible for the timeliness and quality of all written deliverables required by FCDO. Drafts content and provides quality assurance on reports.

  • Responsible for quality of data and rigour of findings. Ensures data quality and ethics controls and protocols are in-place and adhered to.

  • Ensuring contractual deliverables are met, and to anticipate any delays that may occur in a timely manner, identifying risks and providing solutions

  • Oversee contractual and financial matters with donors and key partners and play a key role in the preparation of budget.

  • Leads a team of technical experts to ensure the main elements of the programme are delivered accurately, timely and to budget. Ensures staff are achieving results.

    Experience, Skills and Qualifications

  • Proven leadership in the design, management, implementation, and findings dissemination for MEL or research programmes.

  • Prior experience as either a Team Leader, Chief of Party, Country Director or similar, specifically with the FCDO or any of its predecessors.

  • Demonstrated mixed-methods monitoring and evaluation skills, and comfort in managing multiple evaluative engagements at once.

  • Experience leading or overseeing Political Economy Analyses.

  • Demonstrated skills in communicating complex analytical findings and methodologies to a wide range of audiences.

  • Experience managing a range of stakeholders to develop agreements in approaches and strategy.

  • Significant experience in designing MEL and/or research programmes.

  • Experience designing theories of change and contributing to monitoring, evaluation and learning.

  • Familiarity with FCDO and/or UK government MEL, reporting, and data quality requirements preferred.

  • Experience working with senior-level officials from the government and rural communities in Pakistan.

  • Demonstrated experience of leading and delivering MEL and/or research programmes in Pakistan

  • Demonstrated ability in working independently and as part of a team both in-person and remotely.

  • Demonstrated working proficiency in written and oral English is required.

  • Strong organisational and work prioritisation skills.

  • Strong communication and people management skills.

  • An advanced degree in social sciences or a relevant field or relevant professional experience in MEL and/or research
