Animal and Plant Health Inspection Service Supervisory Program Specialist (Director of Business Operations Support) in United States

Summary This position is located in Animal and Plant Health Inspection Service (APHIS), Policy and Program Development (PPD), Business Operations Support staff. This position provides supervision over the activities of the various administrative and technical staff, and reports directly to the Deputy Administrator of PPD. As the Director of Business Operations Support, the incumbent and staff provide administrative, operational, and technical support services to all PPD employees. Responsibilities The duties may include, but are not limited to: Directly supervises the Administrative Officer and staff responsible for providing administrative support services to PPD employees as well as tracking, monitoring, and reporting of PPD resources. Directly supervises staff and functions related to geospatial, data, and analytic support and products that inform PPD’s operations and services. Advises the Deputy Administrator and PPD management team on systems development to help automate business processes and services. Oversees and directs design and implementation of selected systems. Performs program management tasks by leading the development, administration and reporting of major PPD funding obligations resulting in service level agreements, and contracts. Oversees the planning, implementation, and monitoring of complex programs that involve coordination between multiple APHIS units and PPD staffs. Independently plans, implements, coordinates and manages a variety of major initiatives, special projects and studies of interest to the Deputy Administrator concerning all phases of PPD program ops. Participates with the Deputy Administrator and PPD management team in processes associated with making and communicating critical policy and program management decisions. Coordinates with others throughout APHIS and USDA as appropriate to carry out these functions. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Expert knowledge of the Agency, and Department and Executive Branch organizational structure, functions, and program operations necessary to identify interrelationships between organizational entities and to recognize the presence of historical, organizational, or political sensitivities. Ability to plan, organize and direct work to negotiate effectively with management to accept and implement recommendations involving substantial agency resources. Skill in organization, and team development, strategic and operational planning, budget development, interpersonal communications, and conflict prevention and resolution. Ability to formulate and interpret policy directives and procedures and other instructional guidance that addresses complicated and technical issues. Skill in planning, implementation, and monitoring of complex programs that involve coordination between multiple APHIS units and PPD staffs. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee. Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection. Worksite Information: This is a 100% remote position that must be located within the 50 United States, its territories, or possessions. The duty station for a remote designation is the selectee's home and must be established within the defined geographic options prior to start date.
