Summary Position is located with the Bureau of Indian Affairs, OJS, Assoc Dir-Tribal Justice Support in one of the 9 OJS District Office or Headquarters in Washington, DC; Muskogee, OK; Phoenix, AZ: Billings, MT; Nashville, TN; Aberdeen, SD; Minneapolis, MN; Albuquerque, NM; Sacramento, CA; or Vancouver, WA. Responsibilities Serves as Associate Director, Tribal Justice Support (TJS) who will work directly with OJS Deputy Bureau Director in the development and execution of policies, plans, goals, objectives and implementation strategies to ensure compliance with all statutory obligations and regulatory requirements in the areas under purview. Identifies program deficiencies and takes appropriate action to improve operations while adhering to legal and policy requirements. Follows through to achieve desired outcome including extensively interacting with executive and managerial personnel, both within and outside the Federal government and tribal staff. Makes determinations on all law tribal justice systems policy issues and initiatives and provides guidance concerning the impact of such determinations. Serves as primary technical advisor to the Deputy Bureau Director on judicial and ethical issues and problems. Has full oversight responsibility for tribal courts programs, which may include, but is not limited to, complex research and analytical services in support judicial activities; project development, planning and implementation of special projects; and development of legislative initiatives. Serves as the representative of TJS through liaison activities with high level management in Federal Agencies, State Agencies, Indian tribes, individual tribal members and various private and public organizations. Provides overall direction and guidance to field staff in the conduct of reviews, tribal and Bureau judicial management systems and operations. Requirements Conditions of Employment Qualifications EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards). GS-15 Grade Level: 1 year of specialized experience that equipped me with the knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-14 grade level in the Federal service as described in the vacancy announcement. Examples include: providing advice to the Agency related to guidance, analysis, technical assistance, and oversight on strategic planning and performance measurement, statistical policy, program analysis, continuous improvement methods, data collection and analysis methodologies; providing direction and recommendations to program administrators and managers concerning programmatic regulations, guidance, and procedures; and leading quantitative and/or qualitative evaluations focused on process improvement of tribal court systems. This is a supervisory position. Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final. Those who do not satisfactorily complete this probationary period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment.
