U.S. Army Corps of Engineers Supervisory Procurement Analyst in United States

Summary About the Position: This is a permanent Supervisory Procurement Analyst position with Headquarters, U.S. Army Corps of Engineers, Directorate of Contracting. Salary will be based on the geographic location of the individual(s) selected for this position. Responsibilities Provide guidance and oversight within the organization in recruiting, training and retaining quality professional acquisition/procurement staff. Manage assignment of work and establish priorities to subordinate workforce and oversee efforts to ensure adequate results. Resolve employee complaints, grievances, and more serious actions recommended by subordinate supervisors. Identify acquisition process problems, trends, and emerging needs to support organization goals and initiatives. Influence and persuade managers and customers to accept and implement findings and recommendations. Develop new policies as a result of audit report findings to mitigate future problems. Develop clear and concise program policies, guidelines and procedures to meet acquisition program requirements. Develop innovative techniques to assure policies, practices, and procedures are effectively communicated to an organization. Present briefings to high level officials that include detailed analysis and recommendations for courses of action. Basic Requirement for Procurement Analyst: Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.) OR Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience:To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: 1) Planning and managing acquisition policy to provide expert technical leadership, staff coordination, and consultation including responsibility for formulating guidelines and implementing new developments; 2) serving as technical expert and chief advisor to ensure contracting laws, principles, regulations, and strategies of the federal government are adhered to and implemented within an acquisition/ procurement program for the organization; 3) providing supervisory and managerial oversight for the personnel management of acquisition/procurement staff; and 4) formulating and executing comprehensive acquisition strategies and plans to address unique problems to meet newly emerging acquisition needs and to resolve critical procurement process problems.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). You will be evaluated on the basis of your level of competency in the following areas: Leadership Oral Communication Procurement Analysis Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
