Summary This position is in VHA Office of Health Informatics (OHI) Office of Clinical Informatics (OCI) Human Systems Integration (HSI). The incumbent is responsible for supervising professional scientific Human Factors Engineering Specialists performing rigorous, international standards-based and methodologically sound human-centered design assessments and applied research of the technical human factors discipline. This vacancy may be filled in Washington, DC or a location to be determined. Responsibilities Major duties include but are not limited to: Responsible for managing, overseeing, reviewing, conducting, evaluating, directing, assessing, leading, and supervising multiple professional scientific HFE Specialists that perform rigorous, international standards-based and methodologically sound human-centered design (HCD) assessments and applied research of the technical human factors discipline throughout the VA. The Supervisory HFE Specialist leads and supervises distributed teams, matrixed and detailed staff, workgroups, committees, efforts, studies, projects and key engagements with critical partners. The Supervisory HFE Specialist serves as an expert in HFE and HCD, acting as the principle point of contact on assigned projects by providing HFE knowledge and HCD support to others. The incumbent will be responsible for supervising multiple scientific engineering professionals, in addition to managing teams of contractors and monitoring contractor performance, in the day-to-day operational support for key customers within VA. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13 . The grade may have been in any occupation, but must have been held in the Federal service. The selective factor for this position is: Experience in practicing Human Factors Engineering. Experience with design, execution, and analysis of usability studies. Experience in evaluation, analysis and implementation of appropriate human systems integration design enhancements to increase safety through implementation of both short term and long-term risk mitigation strategies. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience making decisions, providing recommendations, and conveying risks to senior leadership on factors that will significantly change, enhance, develop or interpret important public polices, programs, and standards. Complete understanding on how to understand and define VHA Health IT user audiences and their context of use, including how to gather and assess user requirements, needs and satisfaction levels. Plan and conducts simultaneous studies and organizational analyses of diverse functions and work processes, at a level of complexity that requires significant scoping decisions and considerable risk management efforts. Creates or assess UI designs and specifications across multiple platforms and form factors, applying expert knowledge of the standards, principles, practices, and patterns of design. Familiarity with the planning and manner of execution regarding usability evaluations and risk assessments, including a professional knowledge for data analysis and artful tact for delivering recommendations on the design and functionality of numerous HIS. Extensive experience in synthesizing knowledge from existing resources to advance the execution and success of studies by analyzing the results of these assessments and making recommendations on the design and functionality to improve users' efficiency, effectiveness, and satisfaction. Comprehensive knowledge of health care systems improvement methodologies and the ability to provide information, develop and publish guidelines, toolkits, and reports on such methodologies is required. Physical Requirements: The work is mostly sedentary; however, there is some walking, bending, stooping, and carrying of light books and documents. Some work may require extended periods of walking, standing, or swiftly moving while performing observations in a clinical environment, including urgent and ambulatory care settings. Some environments, such as ethnography of a sterile environment, may require the use of personal protective equipment (PPE) for standard precautionary reasons to avoid contamination. The employee may carry instruments, devices, or equipment used for testing when performing with a mobile lab, although the work does not require any special physical effort.
