Agricultural Marketing Service Supervisory Grants Management Specialist (Branch Chief) in United States

Summary The incumbent serves as Branch Chief and collaborates with the Director and the Deputy Director regarding the overall responsibility for the administration and coordination of their assigned grant programs and carries out a wide variety of difficult assignments associated with the operation of these grant programs, as well as the formulation of grants policies. Not to Exceed 2 year. This temporary promotion may be extended up to 4 years. Responsibilities The duties may include, but are not limited to: Share responsibility with the Director and the Deputy Director for the formulation and execution of assigned programs, policies, and processes of the Division. Anticipate and stay current with grant program legislation, regulation, and policies, while ensuring that Division policies, guidelines, and procedures remain up-to-date. Demonstrates expertise in the laws, regulations, rules, policies, procedures, and methods governing the administration of Federal assistance, such as grants and cooperative agreements. Advise subordinate staff on monitoring responsibilities by evaluating programmatic and recipient risk in relation to programmatic and recipient actions. Develop operating policies and procedures for pre- and post-award tasks; reviews promotional activities and materials. Ensure adequate managerial and financial controls in accordance with applicable policy and directives. Serve as a representative for the Division by establishing and maintaining relationships with producers, trade organizations, governmental agencies, the oversight community and various public groups and support the goals of the grant programs. Directly supervise lower level Grants Management Specialists and Agriculture Marketing Specialists for the assigned grant programs under the Division’s purview. Review work of subordinates to assure proper use of guidelines and instructions and that necessary deadlines are being met. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Provide advice and supervision to lower-graded specialists on a variety of program operations, including permanent and temporary employees at various grade levels and job series. Apply relevant laws, regulations, rules, policies, procedures, and methods governing the administration of federal grant agreements and awards in the performance of reviewing, analyzing, and evaluating grants and assistance applications. Oversee grant agreement reviews and analyses to identify and resolve management, financial and administrative issues throughout the grant lifecycle. Represent the agency and program to industry officials, trade organizations, the public, administrators, and political and elected officials to establish and maintain an exchange of information regarding available grants, application processes, and recipient needs. Collect and analyze feedback regarding improvements to division/program area grant procedures and systems. Oversee implementation and provides executive decisions. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100. Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period. Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee. Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection. This is a temporary promotion appointment, not to exceed two years (Appointment may be extended up to four years without further competition)(May also be made permanent without further competition.) Worksite Information: This is a 100% remote position that must be located within the 50 United States, its territories, or possessions. The duty station for a remote designation is the selectee's home and must be established within the defined geographic options prior to start date. The selectee is not required to regularly work from a government facility however, the option may be available.
