Summary Serves as technical advisor to the Fiscal Officer and is directly responsible for the administration of all accounting and payment activities of the Health Care System. The incumbent is the Supervisory Accountant, Fiscal Service, West Texas VA Health Care System (WTVAHCS), Big Spring, Texas, and as such, has responsibility for the overall operation, training, and production of Accounting, Voucher Auditing and Travel for their assigned functional activities. Responsibilities Major duties include, but are not limited to: System Accounting Services Interprets objectives and develops procedures to obtain objectives; interpret regulations, rules, and policies; maintains an integrated system of financial staff service. Supervises daily operations of the accounting section. Assures the proper documentation and entry of accounting transactions. Analyzes accounting problems and requirements. Operational Accounting Service Administers an accounting system designed to track, reconcile, and report on agency-administered programs and/or appropriations for which the agency has legislative oversight responsibility. Validates a variety of accounting data that is entered in schedules and accounts. Reconciles accounts and prepares balance sheets. Adjusts data and reports as required. Provides expert advice on the interpretation of account regulations and impact of new legislation or program initiatives. Serves as the health care system's expert authority on reconciliation of integrated accounts for a variety of accounting systems. Supervision Responsible for the fiscal service staff, and all unexpected absences, trainings, etc. Responsible for adequate staff coverage at all times, and all unexpected absences, trainings, etc. Close and continuous contact is maintained with the Financial Manager and other management staff in regards to perspective budget controls. Operates under the general supervision of the Assistant Financial Manager, who reviews the program in terms of total management accomplishments through report, audit, budget review and similar controls. Initiates disciplinary measures such as reprimands and recommends other appropriate action in more serious cases. Interviews candidates for accounting section positions; makes recommendations for appointments, promotions, or reassignments involving these positions. Project Oversight As a professional accountant, the incumbent must have a thorough knowledge of all concepts of accounting to instruct accounting technicians in the appropriate recording of transactions to reflect the proper financial effect. Identifies problems or potential problems within the service that impact the ability to provide good customer service and/or quality care, and makes recommendations for corrective actions. Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness. Serves as the point of reference for the accounting section in the handling of non- routine problems by providing solutions derived from direct application of established accounting principles, theories, concepts and practices. Communication Responds to inquiries, requests, and complaints directed to Fiscal Service in a professional manner. Communicates directly, and on behalf of the Service with program managers, executives, external review boards, Veteran and political organizations, and others on matters related to Veterans access, and or programmatic initiatives. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Accountants require Individual Occupational Requirement to be met: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (TRANSCRIPTS REQUIRED) OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; (TRANSCRIPTS REQUIRED) OR A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; (TRANSCRIPTS AND COPY OF CERTIFICATION REQUIRED) OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of stated above, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors have determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. (TRANSCRIPTS AND/OR COPY OF CERTIFICATION REQUIRED) GS-12 Requirement: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying, principles, theories, practices, methods, and techniques of accounting and auditing; interprets and applies applicable laws, policies and regulations pertaining to agency financial activities; extensive knowledge of fund control point accounting, allotment accounting and double entry general ledger accounting systems which include assets, liabilities, revenue, expenses, and capital accounts; determines functional accounting requirements, assures interface with the larger automated management system, guides systems programming, develops functional tests, writes standard operating procedures, gives oral presentations, and attends meetings on system integration and problem resolution; and effective interpersonal and communication skills. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work.
