Indian Health Service Social Worker (Substance Abuse Counselor) - ESEP/MP in United States

Summary The primary purpose of this position is to serve as a Social Worker (Substance Abuse Counselor) with the Mid Atlantic Service Unit. Incumbent will serve as a substance abuse counselor providing substance abuse services and clinical services to address mental health disorders. These positions are located at the Monacan Health Center in Madison Heights, Virginia and Charles City, Virginia. Responsibilities Provide direct clinical services to children, adolescents and adults with substance use disorders, co-occuring disorders and primary mental health disorders through the provision of culturally sensitive individual, couples, family and group counseling. Must have a level of skill to establish and maintain effective therapeutic relationships with the patients and/or families. Conduct comprehensive substance abuse evaluations, diagnosis, and treatment planning, along with addressing other mental health needs of patients. Provide strategic interventions, motivational interviewing techniques, relapse prevention strategies and crisis counseling for patients and families. Work within an integrated care model and collaborates and consults with other providers, including physicians, nurses, dentists, and psychiatrists, to provide quality care for the whole person. Provide consultation and education to patients and their families regarding community resources, benefits, specialty programs and available health services. This includes the incumbents' knowledge of the process for accessing and/or coordinating community-based services, including information and referral for additional services from other IHS programs, other government programs and community programs. Provides education to patients, their families, hospital staff and other interested community members on mental health mailers such as depression, child abuse, parenting and grief and others. Provide case management services to patients and their families throughout the continuum of care. Plan, coordinate, and provide comprehensive referral services to patients and families. Link patients with needed community services for employment, housing and follow-up care. Work in collaboration with the supervisor to enhance social work/substance abuse services. Conduct outreach with the local native communities to provide prevention programming and case identification. Other duties as assigned. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Degree: Social work. Must fulfill all of the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education. Licensure: Applicant must have a current, unrestricted Licensed Independent Clinical Social Worker (LICSW) or a Licensed Clinical Social Worker (LCSW) in a State within the continental United States or its territories. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS-11 grade level: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-9 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples Include: Performed and planned bio-psycho-social assessments, evaluate cases and gather case reports, consults on psycho-social issues and advocates for patients, monitors progress of high-risk patients, created a plan to provide the care serve and coordinates with treatment programs, and serves as a liaison between a client and the service provider. OR Completed Three (3) years of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree that is directly related to the work of the position; OR Combination of education and experience, in one or more of the behavioral or social sciences equivalent to a major in the field, that when combined fully meet the minimum qualifications for this position. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements by the closing date of the announcement.
