The Alaka`ina Foundation Family of Companies (FOCs) is looking for a SharePoint Developer to work with our government client remotely.

Persons in this role will support NCEZID’s OD and seven Divisions by providing SharePoint subject matter expert level services to impact their health communication and education activities including electronic health communications, technical information services, writing and editing, strategic planning, project management, and communications research.

DESCRIPTION OF RESPONSIBILITIES:

  • Administration Services –

  • Provides system analysis for SharePoint (SP) site creation and planning of new sites and requirements gathering and testing prior to implementation of a live site within established taxonomy for the OD. Provides SharePoint website design for home page and site pages using SP web parts for the OD. Creates workflows within SharePoint to automate and facilitate administrative processes based on their comprehensive knowledge of program support/ administrative processes within the OD. Promotes the use of sharing mechanisms, collaborative resources such as MS Live Meeting/ webinars, MS Lync, audio/visual conferencing, and the means for simulating these mechanisms within SharePoint and supports them as is. Consults with site owners to ensure that all sites adhere to the established SharePoint Governance Plan and approved taxonomy for NCEZID SharePoint sites.

  • Provides research and analysis for issues resolution and recommendations on all owned SharePoint sites as part of site management. Supports and assists in the development of priorities, strategies and practices for the NCEZID OD including knowledge sharing, Informatics value and services as well as effectively communicating with its programs and divisions. Provides guidance and continually advise on administrative policies and procedures within the Informatics office. Responsible for supporting the planning, implementation and evaluation of health Informatics activities. Performs analysis and advisory assignments related to the effectiveness of program operations & projects & initiates detailed follow ups; adhere to & follow administrative work processes in accordance with internal admin office (OPAS) and OAS standard polices & procedures; identify problems & make tentative recommendations for problem resolution

  • Site Collection Services –

  • Develop, manage, and provide oversight of the NCEZID SharePoint sites. Provide center level consultations to all programs within NCEZID regarding their SharePoint site installation, maintenance and development on the CDC enterprise SharePoint system as it relates to both internal and external NCEZID sites. Consultations consist of processes for starting SharePoint sites, type of SharePoint sites allowed, governance process, development process, documentation process, security process and any other SharePoint processes required by CDC. Provides expert up-to-date knowledge needed by division appointed SharePoint contact to implement their division SharePoint instances.

  • Facilitates NCEZID division SharePoint site implementations by escalating issues and problems to the appropriate CDC contact or by providing alternative acceptable solutions. Provides consultations for the internal and external implementations of SharePoint developments to divisions within NCEZID for CDC’s SharePoint site processes. Utilize Plain language www.plainlanguage.gov concepts that is targeted to the reader so that it is clear and understood by the reader. Provide clear and concise documentation that are technical in nature regarding the use and directions on how to use the SharePoint site. Maintain Section 508 compliance in any and all SharePoint developments. Provide feedback from meeting discussions regarding the SharePoint site and how the programs view it as beneficial and/or non-beneficial to work productivity and output. Distribute via email to NCEZID meeting participants and division SharePoint contacts. Share knowledge and technical expertise through publishing, teaching, and/or mentoring. Attend CDC SharePoint meetings and other related CDC meetings as needed. Communicate information and knowledge within NCEZID and within the larger CDC and Public Health community.

  • Technical and System Administration –

  • Conducts environmental scanning, situation analyses, and target audience and distribution channel identification. Drafts a variety of documents and messages communicating NCEZID activities. Review and edit documents and messages drafted by NCEZID staff and leadership. Distribute information, documents, materials, messages, etc. through a variety of methods (SharePoint, email, internet, intranet, mail, fax, etc) internally within NCEZID, internally within CDC, and external to CDC. Develop communication plans on an as-needed basis across NCEZID and CDC for tools, processes, and systems that impact NCEZID operations. Provide SharePoint administration and collection services. Perform technical and system administration duties and analysis to create and maintain multiple SharePoint sites within NCEZID. Provide system analysis for SharePoint (SP) site creation and planning of new sites and requirements gathering and testing prior to implementation of a live site within established taxonomy. Provide SharePoint website design for home page and site pages using SP web parts, site templates, spreadsheet/database importation, user permissions and running multiple site reports such as site metrics reports and site usage reports. Create workflows within SharePoint to automate and facilitate administrative processes.

  • Promotes the use of sharing mechanisms, collaborative resources such as MS Skype/ webinars, MS Lync, audio/visual conferencing, and the means for simulating these mechanisms within SharePoint. Consult with site owners to ensure that all sites adhere to the established SharePoint Governance Plan and approved taxonomy for NCEZID SharePoint sites. Provide research and analysis for issues resolution and recommendations on all owned SharePoint sites as part of site management. Provide expert consultations regarding CDC’s enterprise SharePoint standards, processes and governance as it relates to both internal and external NCEZID sites. Provide expert consultations regarding SharePoint site installation, maintenance and development on the CDC enterprise SharePoint system, consisting of processes for starting SharePoint sites, type of SharePoint sites allowed, governance process, development process, documentation process, security process and any other SharePoint processes required by CDC. Provide efficient and accurate technical documentation of consultations and meetings.

  • Assesses, identifies opportunities, and implement recommendations for process improvements of communications activities. Draft standard operating procedures, templates, and tools that support communications activities Provide health communication and education services including electronic health communications, technical information services, writing and editing, strategic planning, project management, and communications research. Plan, develop, produce, disseminate, and evaluate technical and public information products (e.g., fact sheets, newsletters), media relations materials, multimedia presentations, websites and other electronic media, and scientific and programmatic documents. Provide digital communication services compliant with CDC safety and security standards. Identify digital assets that appear on old Web pages, in digital media kits, on social media, or in other digital forms, such as photographs and videos (including b-roll) representing CDC's focus areas or CDC's work in the field or in CDC facilities and laboratories, and remove any noncompliant images and replace images with cleared, compliant images. Develop a digital system for organizing, storing and searching digital images so that they can be used in CDC and NCEZID communication.

  • Develops and tracks communication products used through various distribution channels, including digital media, social media, and traditional news media. Review the Office of Laboratory Science and Safety (OLSS) spreadsheet identifying noncompliant lab photos and B roll as well as other NCEZID guidance. Provide recommendations for replacement photos and B roll to replace noncompliant assets. Develop and disseminate timely, high-quality scientific and public health information products to the public, target audiences, media outlets, and internal NCEZID staff, including support for emergency activations and/or urgent outbreak situations. Translate NCEZID technical information into appropriate and accurate messages for the public. Provide technical assistance and editorial services to NCEZID health communication staff, leadership, scientists, spokespersons, and administrative staff. Develop and edit scientific, health communications and marketing, news media releases, and other public and internal documents. Develop communication materials and education materials/activities related to Center topics, including infectious diseases, outbreaks, pandemic preparedness, and/or emergency response.

  • Translates scientific content into plain language and use the Clear Communication Index and principles to develop new materials and to assess existing materials. Develop and disseminate timely, audience-centered written and web-based information products that are essential for effective communications, both to the public and internally. Develop dissemination plans to ensure messages meet communication objectives and audience needs, are consistent, and could be disseminated rapidly through appropriate channels to reach target audiences. Select, develop, and utilize a variety of channels to disseminate information. Track and report on dissemination metrics and results and make adjustments and improvements to dissemination based on results. Develop reports and journal articles and present to internal and external audiences. Provide emergency response surge capacity support if an activation, outbreak, or emergency occurs, assisting with crisis communications during the response and recovery. Plan, develop, revise, implement, monitor, and evaluate communication messages, materials, and strategies.

  • Conducts targeted information campaigns, arrange press briefings and interviews, coordinate editorial boards, monitor the news, and write trends analysis. Develop and implement strategic communication plans, including strategy, implementation plans (such as social media, partnership, public affairs, and distribution plans), and appropriate monitoring and reporting activities to support the plan. Develop concepts, messages, and creative products. Use plain language for all public communication messages and materials. Products may include: Print materials (e.g., one-pagers, brochures, electronic mailings, posters, reports, key messages, talking points, Q&A documents); Social media written and visual content for social media or web-based platforms or blogs; Web-based videos (including closed captioning); Web design, development and management, and web-based tools (e.g. buttons, badges); Outdoor signage (e.g., billboards, transit ads); Public Service Announcements (print or video); Training and educational materials ; Support for PowerPoint presentations and other deliverables associated with meetings.

  • Develops health communication materials for non-English speaking audiences. Translates services into other languages may be needed. If translation services are requested, the Contractor shall use strict quality control measures, i.e., ISO 900 standards for translation. Provide transcription services or closed-captioning services. Provide graphic design and related services needed for completing the health communication products. CDC graphic standards must be applied to all materials. Final deliverables must include all native graphic design files and any supporting fonts, graphics, and photos. Provide writing, editing, and related services needed for health communication compliant with the requirements of The Plain Writing Act of 2010. Provide media training for designated spokespersons for crisis communication as well as general media training and public speaking/spokesperson training. Develop and implement media buying and paid placement for materials and strategies developed. Provide recommendations for obtaining donated media. Provide support for media relations activities. Develop plain language press releases. Monitor and track the implementation of the health communication, social marketing, and/or other efforts using methods appropriate given the materials and the channels used. Provide conference/meeting planning, management, logistics, publicity, and other services to support meetings and conferences, as well as to support post-conference or post-meeting support, e.g. meeting summaries.

    REQUIRED DEGREE/EDUCATION/CERTIFICATIONS:

  • Bachelor's degree in computer science or related field from an accredited institution, preferred

  • Complete role-based training (RBT) within sixty (60) days of assuming their new responsibilities.

    REQUIRED SKILLS AND EXPERIENCE:

  • Minimum of five (5) years of experience as SharePoint Developer.

  • Minimum of one (1) year of experience with MS Live Meeting/ webinars, MS Lync, audio/visual conferencing.

  • Working knowledge of Section 508 compliance.

  • Experience translating scientific content into plain language and using Clear Communication Index and principles to develop new materials and to assess existing materials.

  • Experience using Plain language www.plainlanguage.gov concepts that is targeted to readers so that it is clear and understood by the reader.

  • Experience providing system analysis for SharePoint (SP) site creation and planning of new sites and requirements gathering and testing prior to implementation of a live site within established taxonomy.

  • Required to attend center level knowledge transfer meetings as well as being the center level contact for divisions and knowing the appropriate contacts in other centers when additional knowledge is needed.

    DESIRED SKILLS AND EXPERIENCE:

  • Travel may be required in order to support planning for exercises, exercise support, and emergency response support.

  • May be required to deliver presentations at professional conferences to present emergency planning and preparedness best practices at preparedness-related conferences, such as the NACCHO Preparedness Summit.

  • Strong knowledge of SharePoint 2013 and its technologies: Web Parts; Event Receivers; Master Pages; MMS; and, SharePoint Designer.

  • Working knowledge of SharePoint security.
