TriMet is seeking a Senior Project manager for the Interstate Bridge Replacement program (IBR) to support the Federal Transit Administration’s (FTA) Project Management Oversight contractor (PMOC), the IBR transit team, and Washington State Department of Transportation (WSDOT).

The IBR program is of national significance; it will replace the Interstate 5 (I-5) bridge across the Columbia River with a modern, seismically resilient, multimodal structure. This role promises to be complex, challenging, and provides tremendous opportunities for growth both professionally and personally. As a member of the transit team on IBR, this person will perform project management duties in support of design, permitting, construction, and start up phases of the program. The primary role is to facilitate effective communication and collaboration between the FTA’s PMOC, the IBR transit team, and WSDOT, who is the Grantee for the New Starts CIG grant. Other responsibilities include providing technical advice, budgeting, scheduling, risk management, change management, and support for design and construction activities.

A proactive approach, attention to detail, strong communication, and skills for leveraging quality results will be leading attributes for candidates. Experience on large public infrastructure, transportation, bus, or light rail projects will be important, especially if funded by federal agencies such as the FTA and FHWA. Skills and education related to civil engineering, architecture, landscape architecture, or construction management will help to serve project needs.

The position will work under limited supervision from the Transit Assistant Program Administrator and the Transit Manager, requiring the ability to exercise sound independent judgement within established guidelines. This Senior Project Manager position is a limited term position until June 30 2027. As the program achieves major milestones leading to receipt of a Full Funding Grant Agreement from the FTA, there will be a need to extend this position for a minimum of 5 years to support construction and start up activities.

This role requires being onsite three (3) days per week.

Essential Functions

  • Provide project management services related to project design, cost estimating, budgeting, scheduling, and construction as necessary to deliver projects. Ensure policies and procedures are followed.

  • Oversee and facilitate the construction of projects to ensure conformance with contract documents. Perform tasks as assigned including, but not limited to: design reviews, submittal reviews, RFI responses, permitting, change management, as-built maintenance, monthly pay requests and contract closeout.

  • Oversee and coordinate the work of consultants, planners, and other support staff as required while following division guidelines.

  • Resolve project issues, and interpret contract language and ensure intended outcomes as well as legal compliance.

  • Prepare work scopes for staff, consultants, and contractors. Oversee the procurement and administration of consultant services. Review and comment on design drawings, specifications, schedules, and construction plans. Develop approaches to decision making that build consensus, conform with relevant policies and are defensible.

  • Coordinate with all internal and external stakeholders including operations, maintenance, jurisdictional partners, and consultants.

  • Prepare and review minutes, documentation, technical reports, project updates, presentations and recommendations.

  • Represent TriMet at various interagency and public meetings as a technical representative.

  • Prepare and review requests for proposals; make recommendations on proposals, coordinate the preparation of bid documents, and prepare contracts for services and bid awards.

Position Requirements

A minimum of a Bachelor's Degree is required with a Bachelor's Degree in Architecture, Engineering, Landscape Architecture, Construction Management, Planning, Urban Design or a related field being preferred.

Related college-level course work, Construction trade education, or other construction/design/project management related education is required.

A minimum of four (4) years of experience are required. *

Five (5) year of demonstrated experience with building design, systems, construction, cost estimating and all applicable codes and standards are preferred.

Five (5) years of demonstrated experience with transit station design and urban design integration, design and/or project management for amenities in the public realm, material and product selection/selection implications, knowledge of relevant codes and standards (e.g., ADA-related), and including systems (e.g., electrical and mechanical) integration efforts as well as general civil design experience with light rail-related common environmental requirements, station, and station amenity cost estimating and relevant procurement practices are preferred.

Five (5) years of demonstrated experience with transit station design and urban design amenity integration, knowledge of relevant codes and standards (e.g., ADA-related), as well as specialized or general civil, architectural, or landscape architectural experience related to common environmental requirements, permitting, scheduling, budgeting, cost estimating, utilities and design/construction procurement practices are preferred.

Five (5) years of demonstrated experience with planning and transit design, stations design and urban design integration, design and/or project management for amenities in the public realm. Knowledge of relevant codes and standards (e.g. ADA-related), as well as general civil design, architectural design, experience with light-rail and bus rapid transit/enhanced transit design and common environmental requirements (NEPA), FTA Capital Investment Grant program, project schedules, and cost estimating and relevant procurement practices are preferred.

The following licenses/certifications are preferred within 180 days of hire:

PE - Professional Engineer

BTR - In-State Architectural License

LAND - Landscape Architecture License

PMP - Project Mgmt Professional

Certification as a CCM (Certified Construction Manager)

Or any equivalent combination of experience and training.

*The amount of credit a candidate receives for prior years of experience is based on the relevancy of that experience to the required or preferred prerequisites of the job description. Experience is prorated based on hours worked. LRHR assigns and validates the "credited experience".

Salary Range

Minimum: $107,725.00

Maximum: $161,586.00

Salary offers will be determined by a candidate’s education, training and relevant experience. Any final offer of employment will fall within the range stated above. For transparency, we choose to list the full available grade range, however, TriMet’s salary administration process will ultimately determine the final salary offered.
