Agricultural Research Service Safety and Occupational Health Manager in United States
Summary This position is located in the USDA, ARS, NEA Administrative Office. The position is a remote position working from a home office with the occasional need to meet face-to-face with stakeholders. The selectee must reside within a state located in the Northeast Area of the United States. In this position, you will be responsible for overseeing and administering a comprehensive safety, occupational health, environmental management (SHEM) and radiation safety/biological program for the Area. Responsibilities Participate with the FSRPS supervisor and other staff in the overall coordination of the activities of the Area with emphasis on safety, health, and environmental management activities. Oversee the coordination and response to SHEM data calls, provide guidance to Locations, collect/review/collate information and report results to ARS management. Coordinate the implementation of the ARS/Area Safety, Health, and Environmental Management Programs for employees, cooperators, and visitors in accordance with the policies, regulations, and responsibilities established by law. Provide advice and counsel to ARS officials, SHEM professionals, collateral duty personnel, supervisors, and employees on matters that affect the health and safety of Area employees, the surrounding community, and/or environment. Work with other specialists and provide occupational safety oversight of all operations throughout the Area. Ensure review of safety and risk assessments of Area operation plans/guidance and provide technical advice to locations. Oversee issues concerning the radiation and biological safety regarding research activities, construction, repair and maintenance, modernization, and Hazardous Waste Cleanup (HWC) projects. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. GS-13 Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience ensuring Safety and Occupational Health compliance for an organization; conducting Safety audits or inspections; and providing guidance on the application of safety policies or procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement.
