Public Buildings Service Realty Specialist (Disposal) in United States
Summary As a Realty Specialist(Disposal), you will be the project manager, customer contact, and advocate for GSA's property disposal program. Location of position: Ft. Worth, TX; Denver, CO; Kansas City, MO. Location will be determined at selection. We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities As a Realty Specialist (Disposal) in the Real Property Utilization & Disposal Division at the full performance level, you will: Work with client agencies to obtain property information and analyze reports throughout the disposal process. Develop disposal plan and strategies that may include exchange strategies and entering into leases or permits as appropriate. Inspect properties to determine status and condition and suitability for various uses. Interpret and apply laws, regulations, and orders as appropriate to successfully execute the disposal process. Perform surveys of Federal real property to insure that Federal agencies are fully utilizing their land holdings in accordance with Executive Orders. Ensure data records are complete and accurate for effective management of cases, projects, and national programs. The GS-11 salary range starts at $62,107 per year. Locality pay will vary based on selected location. The GS-12 salary range starts at $74,441 per year. Locality pay will vary based on selected location. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. GS-9: To qualify, you must have a master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; and/or at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service. Specialized experience is assisting with performing with real estate disposal, sales and/or transfer actions for excess and surplus commercial and/or industrial properties. This experience must include: Researching and interpreting real estate disposal laws, regulations and procedures; Assisting with the development of property disposal plans and strategies; Participating in real estate site inspections; Participating in highest and best use analysis for real property; Reviewing and preparing the terms of disposal and transfer agreements; and Conducting customer outreach and marketing for real estate disposal and transfer opportunities. GS-11: To qualify, you must have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; and/or at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service. Specialized experience is assisting with performing real estate disposal, sales and transfer actions for excess and surplus commercial and/or industrial properties. This experience must include assisting with the following activities: Researching, interpreting and applying real estate disposal laws, regulations and procedures; Developing and/or reviewing property disposal plans and strategies; Performing real estate site inspections; Conducting highest and best use analysis for real property; Negotiating and preparing the terms of disposal and transfer agreements; and Conducting customer outreach and marketing for real estate disposal and transfer opportunities. GS-12: To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is performing real estate disposal, sales and transfer actions for excess and surplus commercial and/or industrial properties. This experience must include: Researching, interpreting and applying real estate disposal laws, regulations and procedures; Developing and implementing property disposal plans and strategies; Performing real estate site inspections; Conducting highest and best use analysis for real property; Negotiating and preparing the terms of disposal and transfer agreements; and Conducting customer outreach and marketing for real estate disposal and transfer opportunities. Quality Ranking Factors (QRFs): QRFs are knowledge, skills, and abilities (KSAs) that could be expected to significantly enhance performance in a position, but are not essential for satisfactory performance. The Quality Ranking Factor for this position is the ability to acquire and maintain a warrant, which includes formal training, experience (on the job training) and a minimum of 24 semester hours (or equivalent) of business college coursework or a bachelor’s degree.
