Summary This position is part of the Western Area Power Administration. As a Public Utilities Specialist (Contracts and Energy Services), you will serve as a principal expert/project manager for developing and negotiating unique/complex multi-functional contracts. This is not a remote position. The selectee will be required to be physically present at one of the duty location(s) identified. Responsibilities As a Public Utilities Specialist (Contracts and Energy Services), some of your duties will include: Develops and implements new power marketing policies and procedures as a result of the negotiation of precedent-setting contracts, new or amended legislation, rules or regulations. Provides leadership and guidance to other public utilities specialists and staff on evolving or new industry issues where no power marketing policies currently exist. Serves as subject matter expert with contractors or other agencies and entities regarding the interpretation of intent of contract terms and conditions, including key issues and disputes that may result in court action. Develops processes to meet customer energy services needs in the field. Reviews and, where appropriate, approves customer Integrated Resource Plans for compliance with the administrative principles and procedures of Western and Regional/CRSP EPAMP. Represents the Region/CRSP on energy services teams within the industry, and as the representative on various Western energy service teams, including the monthly energy services meetings and conference calls. Qualifications Applicants must demonstrate that they meet the Specialized Experience requirements as noted below: Specialized Experience:GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (5) duties listed below: Develop, modify, and/or implement contracts or agreements related to power marketing and energy services programs and initiatives within the utility industry; Prepare and/or present reports or presentations to stakeholders designed to support or change current policy; Develop and/or implement programs such as energy services, power and transmission contracts, and/or power management and energy services policies; Utilize power management policies and practices, the structure of the electric utility industry, or the contractual relationships with customers to discuss policy issues with various stakeholders; Evaluate studies, system specifications, and/or technical reports involving marketing criteria, electric transmission systems, integrated resource planning and/or utility economics. Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. DOE may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed. This position may be eligible for Remote (Restricted) work after serving 90 days in the position. If interested, the selected employee will work with their supervisor regarding their eligibility. Remote (Restricted) requests are approved on a case-by-case basis. Remote (Restricted) work requires an employee's Official Remote Worksite to be located within 50 (road) miles of an approved WAPA Office Worksite, as identified in the announcement. Under this arrangement, the employee is not required to report to a WAPA Office Worksite every pay period but will be required to do so with some regularity.
