Idaho National Laboratory is hiring a Project Specialist to work on our Cost Estimating team under the guidance of the Project Management Office. You will work a 9x80 schedule out of our Idaho Falls facility with every other Friday off and report to the Cost Estimating Manager.

The Cost Estimating Department provides certified cost estimators to support projects and programs to align with industry and DOE requirements, practices and techniques contributing to the successful mission of the INL. The cost estimating team provides accurate, unbiased, and realistic cost estimates to enable our customers to make informed decisions.

Responsibilities Include:

  • Provide basic to complete understanding and application of cost estimating principles, concepts, and practices to support the cost estimating department. The position requires engagement and collaboration within the organization and outside the organization.
  • Basic knowledge of handling multiple requests/actions of Cost Estimating Department and Project Management Office (PMO). Assists with: o Oversight and management of the Cost Estimating Tracker database, which includes uploading of weekly hours for both subcontractor and BEA time. o Assist as a contact with communications and submittals from subcontracting of estimating services based on cost estimating work requests. This includes accrual validation, invoicing validation, badging, training requirements, and work requests. o Prepare and establish Site Stabilization (SSA) & Davis Bacon craft wage rates on a yearly basis and/or as needed per changes and communicate these labor rates to both the Procurement Organization and also the Cost Estimating Organization. o Receive all submitted cost estimate requests and incorporate these into the Cost Estimating Tracker database along with assisting the Cost Estimating Lead in assigning a cost estimator to the estimate request. o Prepare and provide a weekly tracker report to the Cost Estimating Organization for review. o Provide quarterly reporting of completed estimates which includes hours charged, classification of estimates, costs, and analysis. o Manage reconciliation of completed estimates to awarded contracts spreadsheet for analysis. o Help with requests from management to support Business Management Directorate (BMD) including PMO and the Cost Estimating Department. o May assist with estimate reviews for clarity, format, and consistency. o Assist with folder/file access and providing support to the Cost Estimating internal website.
  • Ensure technical, schedule, and budget baselines are controlled throughout each phase of a project. Provide support to projects by addressing ongoing equipment and staff logistical needs. Manage the delivery of support services products and services to customers following individual program, project, and laboratory requirements.
  • Coordinate task activities and ensure all phases of the task(s) are documented appropriately. Responsible for effective and efficient management and administration of project tasks.
  • Coordinate asset management, program logistics, procurement activities, supporting customers with system needs and questions, process documentation, requirements gathering and administrative support.
  • Develop and standardize processes to address project needs including ordering, purchasing, receiving, tracking, deployment and organizing equipment and software for appropriate projects.
  • Identify, promote, and develop plans for new project opportunities, and recommend best business practices. Originate documents such as execution plans, project plans, and operations guidelines.
  • Work with customers to identify common needs (including account support and administration) and develop standardized approaches to guarantee a high quality of delivery.
  • Develop processes and standard operating procedures (SOPs) to support team members with onboarding/offboarding process including the issuance and tracking of equipment and gathering requirements from customers and produce needed process documentation.
  • Track team activities and access lists.
  • Coordinate internal/external activities in support of project and customer requirements.
  • Participate in process improvements and use approaches to develop solutions to problems within established policy.
  • Help perform self-assessments, surveillance appraisals, and audits. Correct identified noncompliance findings and observations. Prepare and submit reports and papers as requested and required.

Minimum Requirements:

  • Level 2: Bachelor's degree and 2 years of experience OR 8 years of experience in lieu of degree
  • Level 3: Bachelor's degree and 5 years of experience OR 11 years of experience in lieu of degree
  • Relevant experience includes construction concepts and practices, document control and technical editing
  • Advanced Excel skills (such as VLOOKUP and Pivot Tables) are necessary

Job Information:

  • The pay range for this position is: Level 2 ($54,876 - 107,064) / Level 3 ($63,528 - 130,284). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
