Summary About the Position: This position directly supports the Chief of Management Support Branch, Operations Division, in executing, tracking, and reporting on the district's civil works operations and maintenance program. The incumbent aids with interpreting and implementing manpower allocations guidance, legislative intentions, budgetary and policy guidance, and regulations about programming of operations and maintenance civil works activities. Responsibilities Prepares and processes District operations and maintenance activities relating to budget formulation, program execution, finance and accounting, and other functions necessary for assessing and improving program development and execution processes. Serves as a senior advisor to the leadership of the Division, Branches, Project Offices, and other District elements in the long-range financial planning of programs and defining goals and objectives. Investigates, analyzes, and evaluates functions and processes in managing and reporting program and project information for the accomplishment of the District’s operations and maintenance program. Provides administrative guidance and oversight on general use of financial management systems to Division staff at all levels. Oversees and coordinates administrative or program/budgetary related assignments for branches, area offices, and projects. Employs CEFMS to execute variety of financial transactions: PR and C creation, work item role assignments, ULO review, funding account distribution, etc. Employs P2/P6 Primavera Project Management system to assign resources, milestones, and obligation schedules for funded activities. Specialized Experience GS-12: I have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes daily financial management of a USACE O&M program or similar special projects, creating and assisting with purchase request and commitments, and collecting and submitting resourcing requests. You will be evaluated on the basis of your level of competency in the following areas: Financial Management Oral Communication Planning and Evaluating Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Duty Location: Negotiable at time of selection. Duty station will be at an USACE facility, Army installation or Federal facility. This position is not eligible for remote work or regular and recurring telework. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
