Treasury, Departmental Offices Procurement Analyst in United States

Summary This position is located at Departmental Offices, Management/Chief Financial Officer - Office of the Procurement Executive (OPE). As a Procurement Analyst in OPE, you will develop and execute the Department of the Treasury's procurement data analytics program, serve as a system administrator and system transition lead, coordinate and report on Treasury's category management program, and provide advice and program analysis to the Senior Procurement Executive (SPE) and other senior leaders Responsibilities As a Procurement Analyst, you will: Analyze, and evaluate procurement programs Develop, communicate, and execute Treasury's goals, objectives, and strategies for improving procurement data accuracy across the Department. Lead the Department's Category Management program and coordinate Treasury's category management agency plan submission . Serves as system administrator for various procurement systems used by Treasury and lead transitions to new or alternate systems. Formulate ad hoc reports and perform advanced analysis of data found in the Federal Procurement Data System Next Generation (FPDS-NG) and other sources of procurement information. Conduct a program of quality control to ensure procurement systems and data are managed in accordance with established plans, policies, and other governing criteria. Requirements Conditions of Employment Requirements: This is a remote position. The salary range listed depicts the range covering the lowest locality level, up to the highest locality level. Salary will be determined upon selection and dependent upon duty location, grade, step, and locality pay of selectee(s). Additional salary information can be found on Salaries & Wages (opm.gov). Key Requirements: Must be U.S. Citizen or U.S. National. A one-year probationary period may be required. Public Trust - Background Investigation will be required. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes: Providing technical leadership, staff coordination, and consultation in a functional area of procurement, including responsibility for formulating guidelines, analyzing data, implementing new developments, and providing policy interpretation to subordinate contracting activities. Examples of qualifying experience could include: Analyzing procurement spend and execution data found in the Federal Procurement Data System- Next Generation (FPDS-NG), or other sources of procurement information (e.g. Category Management Dashboards or private sector equivalent) Developing policy for implementation and leading enterprise-level policy initiatives Managing short duration projects directed at rapid problem solving, data collection, analysis and recommendation for senior level management The experience may have been gained in either the public, private sector, or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. Education The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions. You must meet the basic requirements outlined in A and B unless the exception in C applies. A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years experience in contracting or related positions. [The mandatory training for this position is completion of the requirements to earn FAC-C Professional certification or equivalent. Equivalence: Current federal employees certified at any level in the legacy FAC-C program meet this requirement, as do applicants holding a valid, current DoD Contracting Professional Certification. Alternate certifications including FAC-COR, FAC-P/PM, and private sector certifications are NOT equivalent to FAC-C Professional and do not meet this requirement.] AND B. A bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met.
