GENERAL DESCRIPTION:

This position assists with the administrative infrastructure to support public schools through funding formulas; develops and maintains processes and procedures for School Foundation Program financial systems to provide timely and accurate information; assists with policy development, planning, budgeting, and analysis; assists with data collection, including training and technical support for agency and school district staff in reporting procedures and agency rules; ensures compliance with financial requirements for all publicly funded schools; along with other duties as assigned.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Assist with the funding determinations, authorization, and distributions of funds from the Wyoming Funding Model.

  • Assist with workflow and project management for the School Foundation Program.

  • Participate in cross-functional work teams and collaborate to implement new requirements or solve school finance problems.

  • Advise school districts and agency staff in techniques to maximize use of budgeting tools for planning, managing, and evaluating programs.

  • Assist the WDE Leadership and School Foundation Program staff in implementing school finance legislation or policy.

  • Coordinate with agency staff in the development of WDE rules and regulations affecting school finance accounting and reporting.

  • Review DOA school district audit reports and assist the School Foundation Program Supervisor in calculating and verifying the financial impact of audit findings.

  • Other duties as listed on the JCQ.

  • Other duties as assigned.

Qualifications

PREFERENCES:

Preference may be given to individuals with working knowledge of the Wyoming Funding Model and associated data collections.

KNOWLEDGE:

  • Knowledge of State and Federal laws, rules, regulations and statutes.

  • Knowledge of basic accounting, business principles, budgets and cost controls.

  • Knowledge of WOLFS III system.

  • Knowledge of budget and procurement practices and policies.

  • Knowledge of State Personnel Rules and associated federal laws.

  • Knowledge of internal controls over accounting applications.

  • Knowledge of Generally Accepted Accounting Principles as they are applied to government accounting systems.

  • Knowledge of government management including human resources, accounting and general management.

  • Knowledge of project management.

  • Knowledge of school funding models, data collection, and data validation procedures.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Finance)

PLUS

Experience:

1-3 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accounting Analyst

OR

Education & Experience Substitution:

4-7 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accounting Analyst

  • Travel is estimated at 1%.

  • Successful candidate must pass a fingerprinting, background, and reference check.
