A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Human Capital Office, COS, Acquisition & Contract Support Office This is a developmental position established to provide for a period of growth - the full performance level of this position is GS-0343-13. During this period, the incumbent will receive assignments that are designed to develop broader and more in-depth knowledge and skills needed to perform higher-level assignments. During this period, the incumbent will operate under closer supervision and guidance than described at the full performance level, with less complex assignments. As overall knowledge and skill is gained, more reliance will be placed on the incumbent until full responsibility for assignments is assumed. This position is in the Human Capital Office. The incumbent serves as a Project Manager responsible for the oversight, delivery and execution of acquisition projects related to human capital including hiring, training, employee benefits, labor relations, and employee engagement programs impacting employees and business units service wide. The incumbent will serve in an advisory role or as project manager for human capital information technology acquisition projects. The incumbent will advise and partner with external stakeholders in the development and execution of comprehensive strategic acquisition planning and project oversight. The incumbent will serve in a developmental assignment to provide the individual with the knowledge, skills, and abilities needed to perform the full range of duties as described in the target position description. As experience and knowledge are gained and competency is demonstrated, the employee is gradually given more freedom to make independent judgments and decisions. Obtains and maintains a FAC-P/PM (Federal Acquisition Certification for Program and Project Managers) or Project Management Professional certification. Obtains and maintains a FAC-COR (Federal Acquisition Certification for Contracting Officer's Representatives) Level 2 certification. Obtains and maintains a FAC-COR Level 2 certification is the primary requirement for the majority of assigned projects. The incumbent serves with higher graded Acquisition Specialists and Acquisition Project Managers performing similar duties with less autonomy. The supervisor provides administrative direction and makes assignments. The incumbent determines the approaches and methods necessary to carry out the assignment in order to meet requirements and time frames in coordination with higher graded Acquisition Specialists and Acquisition Project Managers. Work products and advisory services will be reviewed for compatibility with overall management objectives and attainment of goals. Incumbent is responsible for supervision of contract staff from contract award to closeout, and monitoring of contract performance. Incumbent has substantial effect on the implementation of low to moderate level contracts managed and therefore, has significant effect on the implementation of related programs, projects, and stakeholders. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-09: You must have at least one year (1) of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service. Specialized experience for this position includes preparing comprehensive program analyses and evaluations pertaining to the effectiveness of program operations. Experience developing changes in methods and conducting studies of employee/ organizational efficiency and productivity; planning, coordinating, and establishing operating methods and procedures for accomplishment of project mission; providing guidance for various analytical studies to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs. OR you may substitute education for specialized experience as follows: Master's or equivalent graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR two (2) full years of progressively higher-level graduate education leading to a master's degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR LL.B. or J.D. in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR you may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above. SPECIALIZED EXPERIENCE GS-11: You must have at least one year (1) of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service. Specialized experience for this position includes preparing evaluations for a segment or phase of a broader project or study. Experience utilizing conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; preparing draft reports and other substantive guidelines and materials; recommending changes and/or alternative methods, processes, and techniques to improve program and administrative procedures. Experience performing operational reviews, program evaluations, and guidelines pertaining to the effectiveness of line program operations and proposing recommendations and conducting studies of employee/ organizational efficiency and productivity. OR you may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree from an accredited college or university in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR LL.M. in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR you may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages. This is a non-bargaining unit position. Tour of Duty: Dayshift, start and stop times between 6:00 am - 6:00 pm. Alternative work schedule, staggered work hours or telework may be available. In the event that a building is closed due to rent management, new hires may be placed in a local commuting location. Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program.
