If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Provides assistance to higher graded specialist in the development of operating plans for assigned programs/areas and provides guidelines pertaining to the effectiveness of program operations in meeting established goals and objectives. Assist in the coordination, and establishment of operating methods and procedures for accomplishment of project/ mission. Establishes a system to review, control, and report on project status. Accomplishes various analytical studies and/or projects to resolve problems or improve effectiveness and efficiency of operating line or administrative support programs. Program assignments include conducting routine operational reviews, preparing program analyses/evaluations, and providing guidelines to meet established goals and objectives. Develops operating plans for assigned programs/areas and provides guidelines pertaining to the effectiveness of program operations in meeting established goals and objectives. Operating plans impact organizational design, program staffing, and work procedures. Recommends decisions for program staffing; develops changes in methods, procedures, and techniques to improve baseline measures; conducts studies of employee/organizational efficiency and productivity; and recommends changes and improvements in organization, staffing, work methods and procedures. Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. Qualifications Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes: Preparing comprehensive program analyses and evaluations pertaining to the effectiveness of program operations. Developing changes in methods and conducting studies of employee/organizational efficiency and productivity. Planning, coordinating and establishing operating methods and procedures for accomplishment of project mission. Providing guidance for various analytical studies to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs. OR You may qualify with education as follows: Master's or equivalent graduate degree in a related field of study at an accredited college or university. OR Two full years of progressively higher level graduate education leading a Master's degree in a related field of study. OR L.L.B. or J.D., if related. OR You may qualify by a combination of experience and education. SPECIALIZED EXPERIENCE GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal Service. Specialized experience for this position includes: Preparing evaluations for a segment or phase of a broader project or study. Utilizing conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives. Preparing draft reports and other substantive guidelines and materials. Recommending alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures. Performing operational reviews, program evaluations, and guidelines pertaining to the effectiveness of line program operations. Proposing recommendations and conducting studies of employee/organizational efficiency and productivity. OR You may qualify based on education as follows: Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university. OR Three full years of progressively higher level graduate education leading to a Ph.D. degree in a related field of study. OR LL.M., if related. OR You may qualify by a combination of experience and education. SPECIALIZED EXPERIENCE GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience for this position includes: Experience with evaluative and analytical methods to identify and measure accomplishments and progress, revise methods, and develop new approaches to information gathering. Experience with project management techniques to plan, schedule, and conduct complex projects. Experience with mission, organization, work processes, and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. Experience with budgeting methods and techniques to prepare analyses and estimates, and experience with oral communication techniques to present findings and negotiate solutions. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
