Office of the Secretary of Transportation Management and Program Analyst - BIL (Open to both U.S. Citizens and Federal Employees) in United States

Summary Multiple positions may be filled to support the Infrastructure Investment and Jobs Act 2021. Mid-career to seasoned professionals are encouraged to apply. Responsibilities The incumbent will serve as a Management and/or Program Analyst and advisor to management on the evaluation of the effectiveness of government programs and operations or the productivity and efficiency of the management organizations. You may utilize knowledge of programs in the transportation industry, as well as understanding of program analysis and evaluation techniques in supporting the development of programs, systems, staffing, training and other activities. Assignments may be developmental in nature and designed to provide necessary knowledge and skill to assume progressively higher level responsibilities or filled at higher levels with experts. Analytical and program support responsibilities may include: Provide analytical support for non-routine management studies and fact-finding reviews. Participating in research studies to support the development and improvement of safety based information systems. Develop tools for mining information systems and conducting data analysis. Conducting process and program reviews to ensure effective stewardship and oversight, and accountability for the delivery of various programs. Identifying information gaps or other barriers impacting programs and/or systems performance in order to anticipate problems and develop solutions. Utilizing established analytical techniques and methods to evaluate project or system alternatives, and develop a recommended course of action. The ideal candidate should have experience with working with information from various sources, such as database systems, manuals, policies, or procedures to conduct data analysis to assess programs or management operations. Strong coordination skills and ability to communicate effectively with internal as well as external stakeholders is important. Qualifications To meet the minimum qualifications for this position, you must meet either the education or specialized experience for the grade at which you are requesting consideration. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience researching and examining program processes and policies, administrative operations, and/or program development for a variety of conventional conditions; and Experience communicating information and providing recommendations to program or process improvement either orally or in writing to decision makers To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience researching and analyzing program processes and policies, administrative operations, and/or program development for uncommon conditions; and Experience developing briefings, reports, presentations and/or other feedback relating to compliance or improvement of programs or operational goals You cannot qualify on education at the GS-12 level; you must have experience. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience applying advanced analytical and evaluative methods and techniques to measure the effectiveness, efficiency and productivity of critical programs and/or projects; and Experience developing and recommending updates or major changes having significant program or organizational impact You cannot qualify on education at the GS-13 level; you must have experience. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience independently designing, planning, and leading projects/studies and teams, etc. which included advanced analytical and evaluative methods and techniques to measure the effectiveness, efficiency and productivity of programs and/or projects; and Experience developing and recommending updates or major changes having significant program or organizational impact You cannot qualify on education at the GS-14 level; you must have experience.
