Summary This position serves as a state expert loan specialist on the housing program staff of a USDA Rural Development State Office. The staff designs, implements, and evaluates assigned housing programs for the geographic areas encompassed in the responsibilities of the Office. Remote/Virtual: No Two positions will be filled from this vacancy. The incumbent will report to one of the office as listed. Responsibilities Serves as senior staff specialist for the state on Single Family Housing loans Conducts or directs special studies of program activities and problems. Recommends and develops/oversees the development of state-wide directives standards, guides, procedures, administrative notices, informational releases and training materials for use of personnel in the assigned area of agency program work. Participates fully in planning and executing statewide housing program training for loan program employees as well as users served by the program. Reviews appraisals/process for conducting appraisals of Single-Family Housing dwellings. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time In Grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For GS-12 level: Applicants must have (1) year of specialized experience equivalent to at least the next lower grade level (GS-11); or its non-Federal equivalent that demonstrate Knowledge of laws, practices and principles related to business trends/advances in real estate principles, practices, market and values, credit risk factors, and lending and servicing principles for single family housing, direct loan/grant business operation; serving as the primary point of contact for loan servicing inquiries, actions and problems; reviewing accounting and record keeping systems to ensure they are accurate and complete; analyzing financial statements, audit reports, and operating budgets to ensure compliance with loan or grant documents; consulting with owners and management agents in meeting program objectives; evaluating the adequacy of project management and providing guidance to meet program directives; preparing for and conducting site visits and compliance reviews, and communicating the results of the reviews; reviewing and approving a variety of routine servicing actions such as rental rates, use of reserve funds and transfers of rental assistance as well as experience in assisting with special servicing actions such as workout plans, servicing letters and acceleration packages; and experience with marketing and outreach related to Single-Family Housing programs. There is no substitution of education for experience at this grade level. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100. To be eligible for appointment to this position, the new hire must be cleared to come on board once the results of the fingerprint check, review of the OF-306, Declaration for Federal Employment, and the candidate's Electronic Questionnaires for Investigations Processing (eQIP) entries have been reviewed and determined to be satisfactory. This position requires a favorable credit check as part of the background investigation.
