Description EXEMPT JOB ANNOUNCEMENT * * Lead Data Analyst – Public Reporting_ * annually $83,500-$98,000_* T_his will be a continuous recruitment, with applications being reviewed every Friday until the position is filled. _ _ _ The Washington State Office of Superintendent of Public Instruction (OSPI) seeks a Lead Data Analyst _ to join the OSPI team. Position Overview The position’s purpose is to support the business and technical processes used to update, maintain, enhance, and improve OSPI’s public-facing reporting, which includes the Report Card. This position will use an array of technical skills as well as partnerships with non-technical OSPI program staff to use student data to create public-facing dashboards and other data products to meet the needs of the agency. This position will work with internal and external stakeholders to prioritize, develop, and implement new public reporting or make changes to existing public reporting. This work impacts OSPI’s ability to maintain a high-level of transparency around K12 student experience and outcomes. This position is responsible for decisions about how to approach the work, including how to develop, manage, and improve public reporting; communicate with internal and external stakeholders; and ensure the information that OSPI presents publicly is timely, accurate, and meaningful. Key Responsibilities 1. Use SQL, R, and Tableau to support the presentation of student measures on the OSPI Report Card. 2. Use SQL, R, and Tableau to update, maintain, or create new dashboards to meet a myriad of agency public reporting needs, including but not limited to new layers of data on the Report or separate dashboards maintained on the OSPI “public display” page. 3. Work with OSPI data analysts and technical staff to produce, test and verify SQL code used to implement public reporting requirements. Include OSPI program offices in testing and review for content covered by specific public releases. 4. Maintain and update requirements documents and associated SQL code (ETLs) for public reporting on a predictable and transparent cycle, including communication of this cycle both within OSPI and externally to OSPI stakeholders and the public. 5. Conduct analysis and create reports to support the development of requirements for new OSPI public reporting. 6. Verify accuracy, privacy and integrity of student records, data files, interfaces, and reports that support OSPI public reporting. 7. Collect and collate feedback on OSPI public reporting to recommend and implement changes and enhancements. 8. Work with internal and external stakeholders to gather requirements for OSPI public reporting. Implement the requirements through an iterative process that allows for stakeholder feedback and alterations as needed. 9. Develop standards to ensure consistency of reporting design across all Tableau dashboards 10. Oversee district data review processes for all public reporting, including but not limited to the development of data quality dashboards and communication about upcoming releases. 11. Prepare talking points to share with OSPI’s communications team for each public release of data to help OSPI highlight areas of progress in meeting our stated goals. Required Education, Experience, and Competencies. A Bachelor’s degree in business, management, accounting, economics, statistics, computer or information science, education, or the social services. At least 5-years’ experience in data management, data analysis, data governance, or any combination of experience and training which provides the applicant with the knowledge, skills and ability required to perform the work. Advance skills in using SQL, SPSS, R, Tableau or other software related to data management, statistical analysis, and data visualization. Thorough knowledge of computer database software and analytical tools, including but not limited to SQL, R, and Tableau and how to use these tools to manage, move, and summarize data for use in public displays. Understanding or ability to learn of student privacy laws as well as approaches to suppressing data to prevent accidental disclosure of student information. Demonstrated project management skills, including rigorous documentation of process and requirements to assist with transparency and institutional knowledge to support the sustainability of the project. 1. Skill in verifying large data files and analyses. 2. Skill in performing statistical calculations and data manipulations, including both descriptive and inferential statistics. 3. Skill with word processing, spreadsheets and relational databases. 4. Skill in obtaining, exchanging, and clarifying information. 5. Skill in assessing problems, interpreting/clarifying needs, and developing solutions. 6. Skill in developing project or work plans. 7. Skill in writing research or policy briefs or communicating analytical results in multiple formats. 8. Ability to identify key facts, patterns, or trends in data and to notice when data appear wrong or incomplete, or need verification. 9. Ability to effectively communicate technical information to non-technical personnel. 10. Ability to write clear, concise, and useful technical documentation. 11. Ability to manage own time and tasks to meet deadlines or communicate in a timely manner about changes in timelines. 12. Ability to maintain the highest degree of confidentiality. 13. Ability to establish and maintain effective working relationships characterized by a high level of acceptance, cooperation and mutual respect with a variety of people in a multi-cultural, diverse socio-economic setting. Desired Qualifications: ** 1. Knowledge or ability to learn new programming languages and analysis software to facilitate writing technical requirements and translating business rules to SQL. 2. Experience creating or using technical requirements either for creating ETL or understanding the business rules used to aggregate and compile data. 3. Experience using data across multiple SQL and Tableau server environments. 4. Proven ability to create work plans and schedules to manage multiple tasks and meet deadlines as part of an ongoing project schedule. **Compensation The annual compensation for the position is $83,500-98,000 per year and depends upon experience, educational background and qualifications. Geographic differentials may be applied based on work location of successful candidate.
