Responsibilities This position is located in the Headquarters Defense Contract Audit Agency (DCAA), Office of Inspector General (OIG). Researches, interprets, and analyzes public law, congressional reports, DoD/DCAA directives/instructions, emerging policies, and investigative trends. Conducts independent assessments of the design, implementation, and/or results of agency's operations, programs or policies. Conducts initial review of inquiry or referral and preliminary analysis to determine allegations, issues, nature and scope, and whether matter(s) should be resolved by OIG or in conjunction with or within another office of the DCAA. Ensures that all documentation and reports are of acceptable quality in content, technical sufficiency, completeness, and compliance with law, regulation and policy. Independently plans, arranges and executes all aspects of investigative and inspection actions for inquiries and complaints. Requirements Conditions of Employment Qualifications You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Specialized Experience: You must have one year of specialized experience at the GS-12 or equivalent level. Specialized experience must be documented in your resume. Specialized experience includes: knowledge and skill in applying a wide range of complex inspection, investigation, and/or compliance principles, concepts, and practices; a broad range of advanced investigative techniques, research methodologies, and statistical and financial analyses; and business practices common to regulated entities. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of Education for Specialized Experience: There is no substitution of education for experience at this grade level. Relocation expenses will be offered based on agency staffing needs and budgetary availability.
