Forest Service Hydrologic Technician in United States

Summary This position is located in a Forest Service unit. The incumbent of this position serves as a technical assistant in the performance of a variety of hydrology tasks, either as a crew member or individual worker. As a field going position working in brown or black bear habitat, this position is required to be firearm certified for personal and/or crew safety. Responsibilities Independently performs technical work in the field and/or laboratory. Develops, assembles, evaluates, adapts, and presents in tabular or graphic form, technical data in the fields of water data collection, stage data, stream discharge, rainfall, and wind gaging. Includes special flow computations, current velocity analyses, flow and discharge estimations, and special data collection and study programs. Prepares criteria for use in calibrating stream flow in open and controlled channels. Makes detailed analyses for use by hydrologists and engineers in considering possibility of applying engineering theories to the rise and fall of water, water slopes, natural and artificial controls, etc. Collects data from field recording instruments and makes on-site measurements of study area conditions. Assists on field survey crews in the collection of resource data. Prepares a variety of charts, graphs, and figures for data analysis and publication. Prepares correspondence, in draft form, relating to all phases of the work; initiates directives for securing data needed. Maintains liaison with other elements of the Forest and Ranger District, with Forest Service personnel at higher echelons, other Federal, state and local agencies and public/private interests having a common interest in hydrological data. Services, repairs, and installs a variety of hydrologic instruments. GS-05: Applicants must have one year of specialized experience equivalent to at least GS-4 grade level; OR a bachelor's degree or 4 years of successfully completed education above high school (120 semester/180 quarter hours) with a major study in an appropriate field of science, engineering, construction, or industrial technology, or that included at least 24 semester hours in any combination of courses such as engineering, industrial technology, construction drafting, surveying, physical science, biology, or mathematics; OR combinations of successfully completed post-high school education (in excess of the first 60 semester/90 quarter hours) and specialized experience. The education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university with courses related to the occupation of the position. Examples of specialized experience include: Compiling and tabulating technical data which serves as a base for more complex technical studies made by hydrologists, other physician science specialists or higher-level technicians; assembling data from streamflow records and sediment sample records and loading on computer; tabulating rainfall data rainfall data and plotting data on prepared maps showing location of observation stations. Selective Placement Factors As a field going position working in brown or black bear habitat, this position is required to be firearm certified for personal and/or crew safety. Executive Order 12564 requires employees designated to carry a firearm to be subject to random drug testing. This position will be subject to random drug testing and will be placed in the applicant testing pool. The ability to obtain and maintain weapons certification is a condition of employment in this position, which involves receipt of a negative pre-certification drug test result, passing a minimum background investigation, passing firearm classroom training, passing the shooting proficiency test and enrollment in the random drug testing pool. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. LAUTENBERG AMENDMENT: This position authorizes the incumbent to carry a firearm. A "misdemeanor crime of domestic violence" is generally defined under the statute, as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent or guardian. The term "convicted," as defined in the statute, excludes any person whose conviction has been expunged, set-aside, or pardoned, or any person whose civil rights have been restored unless the pardon, expungement or restoration of civil rights expressly prohibits the possession of firearms or ammunition. Candidates who have been convicted of a misdemeanor crime of domestic violence within the meaning of the referenced statute are not qualified for this position.
