Summary The Bureau of Safety & Environmental Enforcement (BSEE) works to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement. For information about our bureau go to: http://www.bsee.gov/ Responsibilities This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Human Resources Division (HRD), HR Benefits and Support Branch, in the Benefits and Systems Unit in Sterling, VA. If applying to a specific duty station, you may be allowed to telework a set number of day(s) per pay period, with supervisory approval". At the full performance level (GS-11) the major duties of this position include, but are not limited to the following: Carries out a variety of benefits functions, advises management, and counsels employees on such programs as health and life insurance, leave, Thrift Saving Plan (TSP) and the Federal Employees Compensation Act (FECA). Responsible for administering the benefits program and providing advice to managers, supervisors, and employees concerning the Uniformed Services Employment and Reemployment Rights Act (USERRA), and other complex pay/leave/reemployment/benefits provisions. Provides advice on/calculates retirement determinations; provides advice and guidance on complex entitlement determinations where the benefit program and/or requirements are vague or difficult to apply specific cases. Handles correspondence to employees/survivors on complex, delicate, or highly contested determinations of benefits eligibility. Interprets and clarifies policies, directives and other issuances related to Federal Benefits. Oversees timely processing of workers' compensation claims to ensure expeditious closing-out of routine claims and coordination with Department of Labor on long-term cases. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information Sterling, VA: GS-05: $45,146 (Step 1) -$58,686 (Step 10) per year Jefferson, LA: GS-05: $39,576 (Step 1) -$51,446 (Step 10) per year First time hires to the Federal government normally start at the lower salary range of the grade level. Qualifications Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Educational Requirements AND/OR (2) Specialized Experience for the series to which you are applying. Specialized Experience A. General Experience: To qualify for the GS-05, you must possess at least 3 years of general experience, one year of which is equivalent to at least the GS-04 grade level. General experience is defined as 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-04, that demonstrates the ability to: Presenting benefits and retirement information in a new employee orientation or entrance on duty process to employees; AND Entering data using Federal Personnel Payroll System (FPPS) or a similar personnel/payroll system; AND Calculating service computation dates. MUST MEET ALL -OR- B. Education: To qualify for the GS-05 grade level, you must have completed 4-year course of study leading to a bachelor's degree. -OR- C. Combination of Experience and Education: Combination of post high school education and experience that equals 100% of the requirement for the GS-05 grade level.
