Summary This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need. This announcement will close at 11:59 p.m. Eastern Time on the date the first 100 applications are received or 07/09/2024, whichever comes first. Responsibilities Serves as the Other Transaction Agreement (OTA) Officer responsible for managing the Team workload who provide OTA management support to NIST and other Department of Commerce Bureaus, including but not limited to programs funded by the CHIPS and Science Act of 2022. Executes Other Transaction Agreements (OTAs) on behalf of the Government and ensure that agreements are compliant with federal, programmatic and award requirements. Oversee the pre-award, post-award, and closeout monitoring of OTAs, draft and formulate terms and conditions including award restrictions. Provide guidance to OTA Specialists and program officials on matters related to OTA administration and developing advice and guidance for the resolution of OTA issues. Develop policies and procedures, strategic planning, process improvements, maintain effective and efficient workload management and productivity, manage, and utilize staff resources to efficiently and effectively accomplish the NIST mission, actively involved in the planning, development, and execution of formal and informal projects. Represent as the expert during negotiations which can be complex and have high priority and visibility within NIST. Lead organizational development and workforce initiatives, supports resource allocations, and manages the day-to-day operations of the Team. Requirements Conditions of Employment Qualifications Applicants must have one year of specialized experience equivalent to at least the GS-13 level (ZA-III at NIST). Specialized experience is defined as experience managing federal acquisition and/or financial assistance (grants, cooperative agreements, and/or other transaction authority) awards; experience providing advice to senior staff regarding the need for, or implementation of new and modified policy and procedures; and experience leading and coordinating projects and/or initiatives involving multiple stakeholders. Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
