Summary As a Financial Management Specialist, you will be part of HRS, Center for Leadership Development, Business Operation & Financial Management Office, Office of Personnel Management. Oversees large complex financial programs, including preparing necessary financial reports and statements for the program. Ensures accounting operations are in accordance with accepted accounting principles and in conformance with all requirements. Maintains effective internal controls to ensure financial and program data, processes, and reports comply with appropriate accounting standards and applicable laws. Evaluates accounting systems functions and assist in determining and implementing modifications as necessary to program requirements. Monitors and evaluates staff's progress in meeting established milestones and deadlines for the completion of assignments, projects, and tasks. (BU Code - 2286) Qualifications For the GS13: You must have (one) 1 year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service demonstrating ALL the experience listed below: -Utilizing financial management techniques to resolve budget, accounting, and/or resource management issues; -Recommending and implementing changes to financial management processes; AND -Interpreting financial regulations, trends, statistics, and metrics; -Communicating financial or budgetary concepts to internal and external stakeholders. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS 13 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
