Amentum Facilities AMP Manager in United States
Purpose and Scope:
The Facilities AMP manager shall serve as the engineering expert and work with the sub-AMP managers assigned to the Facilities Sub-AMPs areas of responsibilities. Is responsible for an asset lifecycle management portfolio containing all planning, design, construction, operation, maintenance, repair, sustainment, restoration, modernization (SRM), and demolition of facility assets. This position is in support of the Air Force Contract Augmentation Program (AFCAP) and is located at Ascension Island Auxiliary Airfield (AAAF).
Essential Responsibilities:
Advise and assist in a portfolio-wide view of facilities and linear infrastructure at the highest level. This AMP Manager’s subject matter expertise shall lend itself to providing the Government with recommendations on how best to invest in the assets under their purview and align its efforts under four main lines of effort: Asset Visibility, Requirements, Planning, and Performance.
Advise and assist the Government to ensure the asset inventory reflects sufficient level of detail to enable investment decisions.
Conduct regular quality assurance (QA) reviews of data and use gap analysis to identify where Sub-AMP and subject matter experts shall collect additional data.
Implement data standards for assets within respective portfolios and provide guidance to Sub-AMPs and the Built Infrastructure Assessment Team (BIAT) on which inventory to prioritize and advise on how often and when to conduct condition assessments.
Support condition assessments and provide guidance to ensure relevant data has visibility and analysis.
Work with Operations Flight shops, subject matter experts, and the Engineering Flight to advise and assist the Government on the condition assessment methodology and approach to ensure the data is adequate and the data resulting from the condition assessments are properly documented.
Advise and assist the Government in defining and prioritizing requirements within respective activities.
Integrate requirements from Sub-AMPs within their activity and identify target years for project development, design, and execution.
Conduct surveys and make recommendations for work destined for the WRRB, for facility or master-level work.
Advise and assist on creating requirements to support future opportunities deriving from asset analysis.
Evaluate whether the repair or replacement recommendations from SMS are valid by using their knowledge of built assets.
Utilize appropriate systems to identify investment requirements at facility or equivalent master-asset level to repair/sustain systems throughout their life cycle.
Advise and assist on developing requirements which may be executed through organic Operations Flight labor or through projects managed in the Engineering Flight.
Perform work planning, including grouping of requirements into opportunities and developing a rough cost and work estimate for them.
Participate in the development of the Integrated Priority List (IPL) and the Squadron’s Execution Plan.
Lead semi-annual AMP working groups. AMP working groups should discuss the status of asset visibility, the current risk in asset portfolios, project candidates, performance assessments of key performance indicators (KPI), a review of any completed AMP objectives, and a summary of AMP objectives to accomplish in the coming year.
Advise and assist the Government in the development of metrics and KPIs to ensure activities deliver optimal service.
Minimum Position Knowledge, Skills and Abilities Required:
Mechanical Engineer Bachelor’s Degree from an ABET Accredited University with at least five (5) years’ experience in construction or facility maintenance. AFIT WMGT 131, WMGT 301, WMGT 417.
Prior R&O experience is preferred.
Preference will be given to individuals who have worked on US Government and Military domestic and international projects.
Experience in the use of documents relating to the development of projects, contracting, and construction is necessary.
Working knowledge of Design Review, Project Mobilization, Quality Compliance, QA, Safety, Project Controls.
Proficient in AutoCAD 2009 or later and use AutoCAD to create presentable and accurate facility and infrastructure plans for concept and statement of work requirements for project execution.
Excellent communications, effective leadership and interpersonal skills.
Capable of complete design services including electric power distribution networks, power load determination, exterior electric, interior electric, and site lighting.
Computer literate; can use Microsoft Office and Project, etc.
Ability to read and write English is required.
Strong ability to work and lead as a member of a diverse, dynamic team.
Outstanding problem-solving skills and sound judgment.
Must be able to obtain and maintain facility credentials/authorization. Note: US Citizenship is required for facility credentials/authorization at this work location.
Candidate is required to be a USN to fill this position.
Possess a valid state issued driver’s license and passport.
Ability to successfully pass contract medical requirements and maintain requirements for duration of deployment.
Work Environment, Physical Demands, and Mental Demands:
Able to stand for long periods of time such as eight (8) to ten (10) hours, bend, kneel, and reach to store/retrieve supplies.
Able to lift, carry, and push supplies and boxes up to 50 pounds.
The Electrical Sub-Amp shall be located at Ascension Island.
Living and working conditions at the assignment location could be remote and uncomfortable.
Long hours, exposure to weather and hazardous conditions.
Personnel should be aware of moving on short notice and under adverse conditions.
Ability to travel domestically and internationally.
