GENERAL DESCRIPTION:

The ESA Program Manager of the Wyoming Education Savings Accounts (ESA) Program oversees its administration and daily operations, ensuring compliance with state law and regulation. Responsible for ensuring the program's success, the Program Manager develops and implements program objectives, policies, and procedures. The Program Manager oversees program operations in combination with effective communication and collaboration with stakeholders, such as parents, education providers, advocacy groups, and government agencies. Additionally, the Program Manager analyzes program performance, identifies areas for improvement, and implements strategic initiatives to enhance program effectiveness and support educational access and opportunities for enrolled students. Works with any external vendors retained to help administer the program.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.

  • Develop program and key performance indicators, in addition to crafting a strategic plan aimed at achieving the established KPIs.

  • Develop the certification process for education service providers.

  • Work with the ESA finance manager to fulfill all responsibilities of the State Superintendent and WDE inherent in the passage of the Wyoming Education Savings Accounts Act, W.S. 21-2-901 through 909.

  • Develop and execute a communications plan to train program staff and inform stakeholders, including families, education providers, advocacy groups, and government agencies.

  • Manage application portal and process applications.

  • Provide customer support to families and education providers, excluding matters related to application and qualification approvals to avoid potential conflicts of interest.

  • Monitor all policies and procedures related to the program and update as necessary to ensure the program adheres to quality standards, deadlines, and governing policies.

  • Collect and analyze data to make data-driven decisions to improve the program's effectiveness and efficiency.

  • Review and manage the program's budget.

  • Other duties as listed in the JCQ.

Qualifications

PREFERENCES:

Will be given to applicants with a Bachelor's degree in business management, business administration, education, public administration, public policy, or related fields.

KNOWLEDGE:

  • Outstanding program planning, implementation, and evaluation, including the ability to establish objectives, develop strategies, monitor progress, and assess outcomes.

  • Capacity to build and maintain effective relationships with diverse stakeholders.

  • Strong verbal and written communication skills.

  • Proficiency in data collection, analysis, and reporting, including the ability to generate comprehensive program reports, identify trends, and make data-driven decisions to improve program effectiveness.

  • Strong analytical and critical thinking skills to identify program challenges, develop solutions, and make timely and effective decisions to address issues and optimize program performance.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Education)

Experience:

1-2 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.

PHYSICAL WORKING CONDITIONS:

  • Typical office environment.

NOTES:

  • FLSA: Exempt

  • Travel is estimated at less than 5%
