Forest Service Engineering Technician (Civil) in United States

Summary This position is part of the Job Corps National Office and the location will be filled at either Lakewood, CO; Albuquerque, NM; Washington, DC or any duty location where there is a Forest Service Job Corps Center. The position serves as an engineering technician for a forest service unit responsible for facility management. Responsibilities Assist in planning and implementation of moderately complex engineering projects. Provide technical advice on facility maintenance projects, plans, and design objectives. Act as Contracting Office Representative (COR) for public works contracts ensuring contractor compliance. Ensure engineering plans, designs, and construction align with sound resource management objectives. Monitor and control conformance with facility safety requirements. Responsible for resolving controversial engineering issues before and during construction. Inspect and direct construction and maintenance. Apply effective written and verbal communications to coordinate with representatives of outside organizations and coworkers. Specialized Experience Requirement: For the GS-08 level: Applicants must have one year of specialized experience equivalent to at least the GS-07 level in the Federal Service. Examples of qualifying specialized experience include meeting one or more of the following: Developed a maintenance plan and worked with specialists and maintenance crews; developed and/or administered a use permit for a public permittee; developed a road or facility maintenance task order or contract; acted as an inspector and performed routine inspection duties on road or facility maintenance contracts. OR Two full years (36 semester/54 quarter hours) of successfully completed graduate level education or master's degree if the coursework is directly related to the work of the position (such as: civil engineering, mathematics, or architecture). OR Combinations of graduate level education that is directly related to the position (in excess of 18 semester/27 quarter hours) and specialized experience. The education must have been obtained in an accredited college or university. Examples of specialized experience are: Developed a maintenance plan and worked with specialists and maintenance crews; developed and/or administered a use permit for a public permittee; developed a road or facility maintenance task order or contract; acted as an inspector and performed routine inspection duties on road or facility maintenance contracts. For the GS-09 level: Applicants must have one year of specialized experience equivalent to at least the GS-08 level in the Federal Service. Examples of qualifying specialized experience include meeting one or more of the following: Attended pre-bid and/or bid opening conferences to discuss principal construction features and requirements in terms of methods and equipment; prepared designs and layouts of roads, trails, bridges, drainage structures, and other systems of limited scope and complexity; developed and submitted revised or alternate designs to eliminate or reduce engineering problem areas without undue sacrifice of standards, economy, or aesthetics; conducted a range of standard surveys and data collection activities which provided data for civil engineering project design; conducted inspection of construction projects. OR Two full years (36 semester/54 quarter hours) of successfully completed graduate level education or master's degree if the coursework is directly related to the work of the position (such as: civil engineering, mathematics, or architecture). Examples of qualifying specialized experience include meeting two or more of the following: Conducted a wide range of non-standard surveys and data collection activities which provided data for civil engineering project designs; conducted field surveys and collected field data required for engineering plans for design and construction on administrative sites; made recommendations for solutions to routine construction project problems that could have been resolved by calculations typical to civil engineering projects; engaged in factual, technical information exchanges with coworkers who were performing related work; recorded data from field surveys to maintain and update databases; prepared engineering data reports and recommended priorities, which were used in the formulation of cost estimates and bills of materials. OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., (coursework must be directly related to the position being filled such as civil engineering, mathematics, or architecture). OR An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36semester/54 quarter hours leading to a Ph.D.). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work. Examples of specialized experience are: Conducted a wide range of non-standard surveys and data collection activities which provided data for civil engineering project designs; conducted field surveys and collected field data required for engineering plans for design and construction on administrative sites; made recommendations for solutions to routine construction project problems that could have been resolved by calculations typical to civil engineering projects; engaged in factual, technical information exchanges with coworkers who were performing related work; recorded data from field surveys to maintain and update databases; prepared engineering data reports and recommended priorities, which were used in the formulation of cost estimates and bills of materials. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
