SUMMARY OF JOB RESPONSIBILITIES AND REQUIREMENTS

JOB TITLE: Dir Quality

PAY RANGE: 18B Min – 125,200 Mid – 166,900

POSITION SUMMARY:

The position’s primary purpose is to lead the Quality Assurance organization in ensuring station compliance with the Quality Assurance standards as defined by the Quality Assurance Program Manual (QAPM) and station procedures. This is performed by implementing audits, inspections and assessments of plant components and processes, as well as staff observations. In addition, the positions leads the department in the pursuit of excellent station performance as well as supporting the stations pursuit of excellence.

PRIMARY DUTIES AND RESPONSIBILITIES:

  • Provide comprehensive, performance-based oversight, inspection and non-destructive examinations of plant and supplier materials and activities focusing on critical activities that impact safe and reliable operation, and ensuring regulatory and programmatic compliance.

  • Responsible for the oversight and assessment of plant activities to ensure the implementation and effectiveness of the WCNOC Quality Assurance Program, improved plant performance and compliance with plant operating license requirements.

  • Responsible for the development and implementation of a quality verification program to ensure that effective programs for quality standards and compliance are in place at all suppliers who provide materials, equipment or services affecting safety and reliability of the WCGS.

  • Ensure that trending and analysis is conducted to assess supplier quality performance and conditions adverse to quality including assessment of problem root cause.

  • Responsible for the inspection of products and processes affecting plant safety and reliability. This is accomplished by the use of visual, mechanical, welding, and electrical tests and inspection and by the use of nondestructive examinations (NDE) including ultrasonic, magnetic particle, dye penetrant, eddy current and radiography.

  • Monitor quality oversight reviews of activities affecting safety and reliability with full authority to initiate, modify or suspend (stop work) activities.

  • Attend scheduled and unscheduled project management meetings to provide Quality guidance to proposed work activities or discuss quality related problems.

  • Initiate/participate in discussions of quality problems relating to any activity with members of the WCNOC staff, management and/or outside organizations (NRC Resident, Regional, National), Owners, INPO, etc. with full authority to initiate actions.

  • Ensure proper certification and qualification of Quality personnel.

  • Offset work force attrition by administering initial training for Quality personnel at a pace to provide timely, highly capable replacement personnel.

  • Monitor tasks assigned to Quality leadership assure that deadlines are met and the quality of work is maintained as high as possible.

  • Read codes, standards, licensing information, etc. to keep current with industry requirements and practices.

  • Participate as a member of the Non-Accredited Training Group.

  • Ensure that corrective actions assigned to the division are appropriately evaluated and actions are taken in a timely and effective manner.

  • Manage the division budget by performing activities such as:o Submitting requests for funding of division initiatives;

o Authorizing expenditures at approved levels;

o Monitoring budget performance and making spending decision based upon available funding and business needs;

o Submitting requests for emergent funding as appropriate to satisfy unforeseen safety or production concerns.

o Ensure that an adequate level of qualified staff is in place to support division responsibilities by performing the following:

o Maintaining a list of approved positions;

o Recruiting, interviewing and hiring qualified individuals to fill authorized division openings;

o Implementing knowledge retention and succession planning strategies in accordance with the Workforce Planning team.

o Implement performance management activities within the division such as:

o Conducting quarterly performance plan reviews;

o Conducting annual job performance appraisals;

o Conducting salary administration within the guidelines of Human Resource policies.

  • Ensure that industrial safety policies are implemented with in the division.

  • Participate in INPO evaluations or assistance visits with other utilities.

  • Support the emergency response organization.

  • Support the refueling outage organization.

  • Perform other duties as assigned by executives.

EDUCATION AND EXPERIENCE REQUIREMENTS:

Regulatory Requirement: Tech Spec 5.3.1 [ANSI/ANS 3.1-1978] (underlined words are defined in referenced ANSI standard). Please contact Licensing prior to deviating from these requirements or if you have questions.

The individual fulfilling the function of Quality Assurance group Technical Manager shall have eight years experience in responsible positions related to power generation, of which three years shall be nuclear power plant experience. A maximum of four years of the remaining five years of experience may be fulfilled by satisfactory completion of academic or related technical training.

  • This position requires the ability to: apply principles of logical or scientific thinking to a wide range of intellectual and practical problems; deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.) in its most difficult phases; deal with a variety of abstract and concrete variables.
