Job Summary

Under administrative direction of the Chief Sustainability Officer (CSO), is responsible for performing administrative-level work, overseeing project management and the coordination and implementation of the SA Climate Ready Plan (https://www.sanantonio.gov/sustainability/SAClimateReady/CAAP) , as well as other sustainability initiatives. Working conditions are primarily in an office environment. Exercises direct supervision over assigned staff.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions

  • Provides supervision, management, direction, and support to staff working in the areas of municipal sustainability, sustainable transportation, and community-wide climate action.

  • Serves as a subject matter expert in the area of municipal and community sustainability, climate action and adaptation, resilience, and climate equity.

  • Provides management support for contract development and compliance related to Office of Sustainability projects and programs; Identifies and develops improvements to contracting programs, policies, and procedures.

  • Oversees grant applications and management.

  • Researches, develops, executes, and presents robust and equity-centered public engagement efforts, plan development briefings, and City Council agenda material.

  • Serves as a representative of the Office of Sustainability and the City of San Antonio at national and international conferences and other sustainability-related venues.

  • Manage and coordinate project activities between various City departments, public agencies and or private sector representatives.

  • Recommends and assists in the implementation of goals and objectives; ensures policies, procedures and programs align to Department goals and objectives.

  • Assists in selecting, motivating, and evaluating department staff; provides or coordinates training and works with employees to correct deficiencies; and assists in implementing and administering disciplinary and termination procedures.

  • Participates in the development and administration of the Department budget; directs and coordinates budget monitoring system, and provides policy direction and operating procedures regarding expenditures.

  • Assists in supporting a variety of boards and commissions, serving as departmental representative on special projects, committees, and task forces as assigned.

  • Manages the flow of information in the CSO's office; serves in the capacity of lead departmental representative in the absence of or at the request of the CSO.

  • Performs related duties and fulfill responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university.

  • Five (5) years of increasingly responsible government experience including two (2) years of supervisory experience.

  • Valid Class 'C' Texas Driver's License.

Preferred Qualifications

  • Master’s Degree from an accredited college or university with coursework in Environmental Studies, Climate Science, Public Policy, or Planning .

  • Five (5) years of experience with Climate Mitigation and Adaptation planning and implementation.

  • Five (5) years of experience in Project Management.

  • Three (3) years of experience with climate equity tools and methods.

  • Experience with data and metrics development, tracking, and reporting including GCoM, CDP, ISO, and SDGs.

  • A working knowledge of greenhouse gas accounting protocols and methodologies.

  • Municipal climate and sustainability experience.

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

Knowledge, Skills, and Abilities

  • Knowledge of administrative and management practices.

  • Knowledge of principles and practices of supervision, training, and personnel management.

  • Knowledge of municipal and community sustainability, climate action and adaptation.

  • Skill in utilizing a personal computer and associated software programs.

  • Ability to operate a computer keyboard and other basic office equipment.

  • Ability to prepare materials for verbal and visual presentations.

  • Ability to communicate clearly and effectively.

  • Ability to establish and maintain effective working relationships with co-workers, supervisors, and the general public.

  • Ability to perform the physical requirements of the position.
