Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This position is located in office of the United State Property and Fiscal Officer (USPFO). DEFINITION OF AREA(S) OF CONSIDERATION: Area 1 = Officer, Warrant Officer, and Enlisted members of the Louisiana National Guard. Responsibilities Duties & Responsibilities: 1. Administers and coordinates diverse data analytics portfolio for both Army and Air National Guard projects. Sets appropriate work priorities, applies knowledge of organizational needs and deadlines, and consistently follow-up to assure receipt of required documentation. The incumbent works with array of different projects to help identify and analyze information from various sources and develops meaningful program data, information, and reports in a variety of formats for presentation to and utilization by Senior Leaders, supervisors, and colleagues. The incumbent will assist with research, design, and manage the content, design, layout, and features Analytical dashboards and various business intelligent tools. 2. Utilizes expertise in interpreting, developing, and applying appropriate data to generate usable products that enable leaders to make informed decisions about the enterprise related to business processes, management, and efficiencies. Conducts studies, identifies trends, risks, and themes based on the data and information. Performs qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of National Guard programs (examples include Comptroller, Logistics, Real Property, Maintenance, and Human Resources). 3. Inspects and reconciles data to ensure validity of information. Develops and maintains a myriad of reports. Confirms and validates data prior to use for reports through systems of record. 4. Keeps supervisors and staff informed of administrative issues and developments. Responds to questions and resolves problems for staff. Provides leadership and significantly contributes to ad-hoc or regular workgroups within the data analytics management community. 5. Performs other as duties as assigned. Requirements Conditions of Employment 1) National Guard Membership is required. 2) Males born after 31 December 1959 must be registered for Selective Service. 3) Federal employment suitability as determined by a background investigation. 4) May be required to successfully complete a probationary period. Qualifications GENERAL EXPERIENCE: Must possess experience, education or training which provided a general knowledge of principles of organization, management, and administration; compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information; progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled; experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must possess at least One (1) year of specialized experiences at the GS-09 level; AND/OR at least Thirty-Six (36 months) experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions; experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations; experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures; experience preparing written communications and oral presentations. CONDITIONS OF EMPLOYMENT & NOTES: 1. Must be able to obtain and maintain a Secret Security Clearance. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 4. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours. 5. May be required to travel by car, in military and/or commercial aircraft and by other means of transportation as appropriate to perform temporary duty assignments. 6. The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory. 7. This is a National Guard dual status technician position which requires military membership. Education You must provide transcripts and/or other documentation as proof to support your Educational claims, and receive credit to meet the Education requirements for this position. Payment of Permanent Change of Station (PCS) costs is not authorized, based upon a determination that a PCS move is not in the Government interest. This is a bargaining unit position.
