Diageo Customs & Excise, Trade Compliance Manager in United States

Job Description :

Purpose

This role is responsible for providing proactive, high quality global trade compliance & excise governance support to the APAC Trade Compliance Head (Regional Head) to ensure the effective management of Diageo's global trade compliance in the market. Apply and execute Global Trade Compliance strategies, standards and policies to manage, mitigate key risks and identify opportunities. Handles both Customs operation and advisory issues in coordination with the in-market team.

Accountabilities

  1. Implement global trade compliance strategies, policies, guidelines and standards for customs & excise management in Region.

  2. Manage day to day customs declaration operation and excise tax filing related to local production, import/export license, determine HS code, implement internal controls and documentations requirement.

  3. Proactively support the delivery of the Global Trade objectives aiming to standardize and simplify processes and procedures.

  4. Provide specialist regional support to the Regional Head and other functions for all customs and excise issues.

  5. Participate in global trade projects to deliver shareholder value and manage potential exposures.

  6. Keep up to date with customs and excise regulatory changes and best practice, interpretate government regulations into daily activities, identify risks and opportunities, analyze impacts and recommend solutions.

  7. Ensure timely resolution of queries from customs/tax authorities, markets.

  8. Deal with official customs audits carried out in the markets which require regional / global support; be prepared to liaise with Customs Authorities where necessary.

  9. Support Regional Head and Global Trade Compliance team in identifying and delivering local projects focused on cost reduction and /or cost avoidance.

  10. Support with digitization and transformation projects, identifying opportunities for automation and applying latest technology to regional trade compliance matters where possible.

Key interactions - Internal

• Regional Supply business partners and business unit leaders – develop and maintain a strong working relationship and keep up to date with business priorities and developments.

• Global Trade Compliance Team and regional teams, Global Tax and other functions within Finance, Legal, Corporate Relations, MOVE/Logistics and Business Integrity.

Key interactions - External

• Customs & Excise and other foreign trade related authorities – proactive management of the relationship with customs and excise authorities – including

o Managing site audits and resultant enquiries

o Dealing with technical enquiries

o Providing documentation where requested

• 3PL production, warehousing, logistics providers, customs agents and external advisors.

o Monitoring agreed delivery metrics through KPI’s.

o Support audit on the 3PL, if any

o Operate regular Service Review Calls

o Point of contact for the 3PL

Critical Capabilities/Qualifications

  1. Fluent English, both written and oral.

  2. Strong technical knowledge of customs and trade regulations, e.g. HS code, customs valuation, origin and Free Trade Agreements. Deep insight and expertise into trade compliance and excise practices in the market. Regional experience and view are plus.

  3. Managing risk, internal controls, embedding compliance and ethics. Identify opportunities in the area of trade and excise.

  4. Effective problem-solving skill, project management skill and good implementation.

  5. Good team work, team player, communication skills and stakeholder management skill across diverse cultures.

  6. Have an understanding or knowledge of how leading technology can enable effective trade compliance management is a plus.

  7. Experience in Broker management and Logistics.

  8. Critical thinking, willing to challenge status-quo, action learner and embrace changes.

Bachelors Degree. At least 8 years international customs and/ or excise experience with a multinational, Big 4 or law firm or customs & excise authority.
