Job Summary

The Road, Bridge, and Stormwater Maintenance Division is seeking an individual to join our road maintenance team and lead a crew of workers engaged in operating equipment and performing maintenance work associated with various projects.

Essential Functions

• Leads a crew of workers in operating equipment and performing maintenance work associated with various projects within an assigned department/division of the County.

• Provides direction, training, and assistance to employees; coordinates daily work activities; organizes and prioritizes workload; makes work assignments, evaluates and documents work; monitors the status of work; notifies supervision and troubleshoots problem situations.

• Assists in ensuring adherence to established safety procedures; monitors work environment and use of safety equipment to ensure the safety of employees and other individuals; initiates any actions necessary to correct deviations; and coordinates activities to maintain safety and traffic control at work sites, including flagging of traffic and setup of safety cones, barricades, and road/warning signs; reports accidents, injuries, and other incidents.

• Assists in coordinating, prioritizing, and overseeing projects; reviews or issues work orders; assists in determining and coordinating necessary equipment, materials, and manpower to conduct projects; monitors the status of work in progress and inspects completed work; dispatches crew members, vehicles, or equipment to work sites as needed; reports damage/vandalism, potentially hazardous/dangerous situations, or other problems to supervisor; and responds to problems or emergencies.

• Oversees and assists in performing various tasks involving aquatic control and maintenance of lakes, canals, or ditches; conducts safety inspections; inspects pond pumps and maintains filters; mixes chemicals for application of aquatic herbicides and pesticides; loads chemicals and calibrates/maintain spray pumps; applies herbicides, pesticides, insecticides, fungicides, and germicides; controls vegetation in drainage system for maximum drainage; cuts/removes weeds, grass, cattails, or other vegetation around lake; trims palm trees; maintains and repairs community street lights, entrance feature lighting, and signage; replaces light bulbs and ballasts; assists with bay monitoring activities; cleans lakes and canals; and picks up and removes dead fish and animals.

• Oversees and assists in performing various tasks involving road/bridge maintenance or roadside maintenance projects; patches potholes in road surfaces; repairs roads, bridges, and rights-of-way with asphalt and lime rock; installs, repairs, replaces, and cleans out drainage pipes; creates and maintains roadside ditches/swales; builds, installs, and repairs catch basins, curbs, sidewalks, and bike paths; cuts driveways; repairs and maintains guardrails; paints guardrails, bridges, barricades, and road striping; repairs high-pressure hoses; clears/mows right-of-way, roadside ditches, shoulders, and medians; performs vegetation control tasks; cleans/sweeps intersections, roadways, sidewalks, bike paths, and other areas; picks up and disposes of accident debris, dead animals, litter, and other debris; and reports hazardous roadway conditions.

• Performs general/manual tasks associated with division projects; sharpens blades and replaces parts; climbs ladders; sets up or arranges equipment for special events/activities; lifts/moves furniture, equipment, and heavy materials; and assists with clean up following hurricanes, storms, or emergencies.

• Responds to complaints and questions related to division activities; researches problems and provides information; and formulates and initiates the plan of action to correct problems/issues.•Coordinates response to after-hours emergency calls when scheduled for on-call duty; coordinates with other divisions and departments as necessary for all right of way, roadway, stormwater, and emergency issues.

• Operates a variety of machinery, equipment, and tools associated with division projects, which may include a utility truck/vehicle, trailer, golf cart, boom truck, bucket lift, backhoe, backhoe, dump truck, pumper truck, front end loader, bobcat, forklift, airboat, all-terrain vehicle, crane, skid loader, baler, trash compactor, sludge press, polymer equipment, tractor, side-arm mower, riding mower, pushing mower, weed eater, edger, blower, hedge trimmer, sod cutter, chipper, sweeper, air conditioner, motors, pumps, air compressor, generator, jackhammer, pressure washer, grinder, drill, drill press, saw, circular saw, chain saw, concrete saw, cement mixer, welder, chalk machine, sprayer, hand compactor, stump grinder, vacuum cleaner, traffic data recorder, traffic data sensor, charger, data converter, handheld meter reading device, ground penetrating radar, radio detection locator, pipe locator, metal locator, electronic locator, marker locator, jet-vacuum machine, probe, manhole hook, valve key, vactor truck, camera truck, grout truck, data view computer, gas detector, odor control units, shovel, rake, pick, machete, post hole digger, level, ladder, gauges, meters, measuring devices, camera, carpentry tools, plumbing tools, electrician tools, painting tools, mechanic tools, power tools, hand tools, or two-way radio.

• Performs general cleaning/maintenance tasks necessary to keep equipment and tools in operable condition, which may include inspecting equipment, checking/replacing fluids, refueling vehicles, greasing equipment, washing/cleaning equipment, cleaning project work areas, or cleaning shop; monitors equipment operations to maintain efficiency and safety; reports faulty equipment.

• Transports, loads, and unloads equipment and materials used in projects; transports crew workers to/from work sites.

• Monitors inventory levels of supplies and materials; ensures availability of adequate supplies, tools, and materials to conduct work activities; initiates requests for new/replacement materials; and obtains competitive bids and price quotes.

• Performs administrative tasks; reviews logs/forms completed by staff members; develops work schedules to ensure adequate coverage; reviews timecards and research discrepancies; and prepares payroll documents and forwards for payment.

• Assists other employees or divisions as needed.

• Utilizes a computer for multiple applications such as Cartegraph, ArcGIS, etc.; records work in the system including parts, tools, and labor; and may instruct other employees in system use.•Performs other related duties as required.

Minimum Qualifications

• High school diploma or GED.

• One (1) year of related experience.

• Fingerprinting required.

LICENSES/CERTIFICATES:

• Must possess or have the ability to obtain a Class A CDL with no restrictions and Tanker endorsement within six (6) months of hire.

• Must possess or have the ability to obtain an FDOT Intermediate Temporary Traffic Control (Maintenance of Traffic) certification within six (6) months of hire.

• Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.

  • Salary offers above the minimum pay grade may be considered based on qualifications.

  • Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
