Summary This position is a Contract Specialist, GS- 1102-9/11 working for EITHER Construction/A&E OR Acquistion Goods & Services programs. Responsibilities As a Contract Specialist your duties will include but are not limited to the following: Provides acquisition services using a variety of contract types by planning and negotiating purchases in supplies, systems, services, equipment, and/or construction. Performs contracting work through use of negotiation techniques. Monitors contractor performance in performing post-award administration and management of contracts. Negotiates settlements for such changes; approves contract payments; assesses liquidated or actual damages for nonperformance; issues show cause or cure notices; and terminates contracts for default or convenience and negotiates settlements. Develops materials to support meetings and presentations at government and non-government conferences, seminars, and meetings for pre-award and post-award acquisition matters. Requirements Conditions of Employment Qualifications Only experience and education obtained by 07/11/2024 will be considered. In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification. Basic Requirement: A 4-year course of study leading to a bachelor's degree with a major in any field; OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR Served in a GS-1102 position since January 1, 2000. Minimum Qualification [GS-09] One year of specialized experience equivalent to at least the GS-7 grade-level in the Federal service. Specialized experience may include: 1) Procure supplies, services, and equipment primarily through formal advertising, or through limited use of negotiation techniques for an organization's customers as a member of a team. 2) Perform work related to the contract pre-award (i.e., the work necessary to secure a contract to acquire goods and/or services) and post-award processes (i.e., the work accomplished after contract award); 3) Evaluate bids or proposals for compliance with specifications or purchase descriptions and applicable clauses; OR 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D; OR A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement. Minimum Qualification [GS-11] One year of specialized experience equivalent to at least the GS-9 grade-level in the Federal service. Specialized experience may include: 1) Develop procurement plans by reviewing previous history, market conditions, and specifications or technical data packages. 2) Perform contract administration work such as monitoring of contract performance and negotiation of necessary contract modifications to ensure satisfactory progress and completion of contract activities. 3) Negotiate contract modifications (e.g., extension of delivery schedules, price adjustments, labor hours etc.); 4) Perform work related to the termination of contracts for either convenience of the Government or default of the contractor; OR 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree; OR A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
